Considering the importance of the day (see Zohar Chadash Bereshit 15, section 4: "on that day…"), it is worthwhile on that day to recite Tanya in the presence of ten Jews (see also Pesachim). Afterwards, they should bless him, etc., and through a shared drink which brings people closer, etc. This does not contradict arranging a gathering as is customary on another day. And certainly (also?) Tanya should be studied.
There are details I did not answer—because I do not accept them at all (meaning I do not agree with them): neither choosing Sunday for every matter of holiness and the like, nor establishing the king's palace as a land of tourism and which is announced for visiting [even though I have heard many other reasons for both matters mentioned above].—I also did not answer negatively (because apparently he does not have free choice in these matters and the like). Therefore—he should decide for himself in this, and may Hashem grant success.
Summary
The Rebbe encourages marking special days with Tanya study and blessings among a minyan but clarifies that some customs are not obligatory. He empowers the recipient to make personal choices regarding these practices and blesses him with success.
