הכתוב
"כי תהיו אתם ארץ חפץ", שכל אחד ואחת מבני ובנות ישראל נמשלו לארץ, אשר כל אוצרות וסגולות חפץ חבויים בה, אלא שצריך לגלות אותם על ידי חפירה ופיתוח, לפעמים על ידי הסרת שכבה קלה לפי ערך של עפר, ולפעמים על ידי חפירה בעומק. כן הוא בכל אחד ואחת מישראל שבנפשם ובנשמתם פנימה חבויים ושמורים אוצרות וסגולות ותכונות נפש שאין לשערם, אלא שצריך להוציאם מן הכח אל הפועל.
והרי זהו בעצם מיסודות תורת החסידות בכלל וחסידות חב"ד בפרט, לגלות את הטוב שבכל אחד ואחת מישראל, מתוך אהבת ישראל,
וכמים
הפנים לפנים. ואף זו מסגולות בני עם סגולה שלב
ישראל
ער הוא.
והנני מאחל למר הצלחה מרובה בתפקידו, תרתי משמע, ובפרט שעל פי הפ"ש שקבלתי לבו ער לבעיות דורנו, לא רק הכלכליים כי אם גם הרוחניים והמוסריים.

Shalom u'Vrachah!
It was pleasant for me to receive your letter through our friend Mr. Shlomo Midanchik, chairman of the Kfar Chabad committee, during his visit here in connection with the twentieth yahrzeit of my revered father-in-law, the Admor, on Yud Shevat just passed. He also told me about your role in developing what is found underground, etc.
Surely you have heard the well-known saying of our master the Baal Shem Tov explaining the verse "Ki Tehiu Atem Eretz Chefetz" ("You shall be a desirable land")—that every Jewish man and woman is compared to land in which all treasures and precious qualities are hidden; but they must be revealed through digging and development—sometimes by removing a relatively thin layer of earth, and sometimes by digging deep.
This is true for every Jew: within their soul are hidden treasures and qualities beyond estimation; they simply need to be brought from potential into actuality. This is one of the foundations of Chassidus in general and Chabad Chassidus in particular—to reveal the good within every Jew through Ahavas Yisrael (love for fellow Jews), as water reflects a face to a face. This too is a special quality of the Jewish people: the heart of Israel is always awake.
I wish you great success in your work—in both senses—and especially since from your letter I see that your heart is attentive to our generation's challenges—not only economic but also spiritual and moral.
