הרב חדוקוב שי' מסר לי תוכן מכתבו של מר מי"ד שבט, בענין הבחורים הרוצים לבא לכאן ללמוד תורה משך זמן, שזה תלוי ברשיון מיוחד וכו'.
ולכל לראש – אביע תודתי הלבבית למר בעד התענינותו האישית ותשומת לבו בזה.
ולעצם הענין, אף שככתבו, רשיון יציאה לבחורים בגיל זה אינו מן הדברים הפשוטים, אבל הרי אין הדברים אמורים בבחורים שגויסו כבר לצה"ל, אלא בבחורים שמשאת נפשם היא לבוא ללמוד תורה כאן משך זמן, ואשר משוכנעים הם כי כאן יעשו חיל בלימודם והשקפת עולמם וכולי.
וידוע
הכלל שהצלחה בלימוד גדולה יותר אם הוא במקום שלבו חפץ.
עוד זאת, שההדרכה שהתלמידים מקבלים כאן היא בהדגשה להכיר ולהוקיר האחריות המוטלת עליהם לנצל כוחותיהם לטובת הרבים, אם בשדה החינוך או בתור מנהיגים בקהילות בישראל, ובהדגשה יתרה שכתום תקופת לימודם וחינוכם ישובו למקומם. ולמעשה, כל התלמידים מסוג האמור שבאו לכאן מאה"ק ת"ו – שבו לאה"ק ת"ו אחרי גמרם חוק לימודם, והיותם כאן הביאה ברכה לא רק להם, כי אם גם לאה"ק ת"ו.
תועלת נוספת ע"י התלמידים הבאים מאה"ק ת"ו – שהתחברותם עם התלמידים שבכאן משפיעה לטובה על חבריהם, וגם מחבבים עליהם את הארץ ומעוררים בהם החשק לנסוע לאה"ק ללמוד על משך זמן. ואמנם זה משנים שקיימת אצלנו תכנית של חילוף תלמידים, מהתם להכא ומהכא להתם, וממילא חלק מהתלמידים מאה"ב הנוסעים לאה"ק ללמוד נשארים שם בקביעות.
"דרך אגב" כדאי לציין, אף שלא לפירסום, עוד נקודה, והיא אשר בטבע בני הנוער – שהם בעלי שאיפה ומרץ במדה עזה, ואם מפריעים להם לנצל כוחותיהם בכיוון הטוב, הרי לפעמים קרובות גורם זה שינצלו כוחותיהם בכיוון ובענינים בלתי רצויים. וגם זה טעם נוסף שלא לעצור בפניהם למלא שאיפתם הטובה.
לאור האמור, דעתי ברורה שכשרואים שיש בחורים יושבי אוהל חדורי שאיפה רצינית לשקוד על התורה, ומאמינים הם שכאן יעשו חיל בלימודם ובחינוכם, ראויים הם לסיוע בזה. וכאמור, התועלת שבזה היא לא רק להם אלא לטובת העם כולו ולאה"ק ת"ו בפרט.
– אלא שצריכה הבקשה לבוא מהנהלת הישיבה באה"ק שתעיד עליהם וכו'.

Rabbi Chadakov conveyed to me the content of your letter from D Shevat regarding the young men who wish to come here to study Torah for a period of time, which depends on a special permit, etc. First of all—I express my heartfelt thanks to you for your personal interest and attention in this matter.
Regarding the matter itself, even though as you wrote, exit permits for young men of this age are not simple matters, these are not young men already drafted into Tzahal (the IDF), but rather those whose aspiration is to come here to study Torah for a period of time and who are convinced that here they will succeed greatly in their studies and worldview, etc. It is well known that success in learning is greater when it is in a place one's heart desires.
Furthermore, the guidance that students receive here emphasizes recognizing and appreciating the responsibility placed upon them to use their abilities for the benefit of the public—whether in education or as leaders in Jewish communities—with special emphasis that after completing their studies and education they return to their place. In practice, all such students who have come here from Eretz Yisrael have returned there after finishing their studies; their being here brought blessing not only to themselves but also to Eretz Yisrael.
An additional benefit from students coming from Eretz Yisrael—their connection with students here has a positive influence on their peers and also increases their love for the Land and inspires them with a desire to travel to Eretz Yisrael to study for a period of time. Indeed, for years we have had an exchange program—from there to here and from here to there—and naturally some students from abroad who go to Eretz Yisrael remain there permanently.
By the way, it is worth noting—though not for publication—another point: it is natural among youth that they possess strong ambition and energy; if they are prevented from using these strengths positively, it often causes them to channel these energies into undesirable directions. This is another reason not to prevent them from fulfilling their good aspirations.
In light of the above, my opinion is clear: when we see young men dedicated with serious ambition to devote themselves to Torah study and believe they will succeed greatly here in their learning and education—they deserve assistance in this matter. As mentioned, the benefit is not only theirs but also for the entire nation and especially Eretz Yisrael. However, the request should come from the yeshivah administration in Eretz Yisrael attesting on their behalf, etc.
