ז"ל אין מזרזין אלא למזורזין ואף אני רצוני להביע שמחתי בראותי כי לב ישראל ער הוא להקל לאחינו בני ישראל הקליטה וההתיישבות וההתנחלות בארצנו הקדושה תבנה ותכונן.
ויהי רצון אשר כל אחד מהם בתור חבר המועצה המקומית של קרית מלאכי וכולם יחד יצליחו בתפקידם שתהי' קרית מלאכי קרי' נאמנה ועיר ואם בישראל בארץ ישראל,

It was with pleasure that I received your letter from the 21st of Elul. At this opportunity, first and foremost, I wish to express my heartfelt thanks for your assistance in establishing Nachalat Har Chabad. Certainly, as with every good thing that requires continuation and increase, not only will you continue in the future with cooperation and help, but you will also add even more to it.
And although such matters do not require encouragement, and expressing thanks is not necessary—for "the reward of a mitzvah is the mitzvah itself"—our Sages have said: "We encourage those who are already eager," and so I too wish to express my joy at seeing that the heart of Israel is awake to ease for our brothers, the children of Israel, the absorption and settlement in our holy land—may it be rebuilt and established.
May it be G‑d's will that each one of you as a member of the local council of Kiryat Malachi—and all together—succeed in your mission: that Kiryat Malachi should be a faithful city and a mother-city in Israel, in Eretz Yisrael—the land upon which "the eyes of the L‑rd your G‑d are always upon it from the beginning of the year until year's end."
As we approach the new year coming upon us and all Israel for good and blessing, I hereby express my blessing to each one of you and your families: may you be inscribed and sealed for a good and sweet year both materially and spiritually together.
