I hereby acknowledge receipt of your letter and the note in which you wrote about the matter at hand. Thank you for the good news. Regarding your current question—whether there is still a need for special effort in the Mivtza Tefillin campaign, and whether it should be pursued with full force and among all circles—I say yes: one must continue to strengthen the observance of the mitzvah of tefillin and its dissemination everywhere possible. "You are called Adam (man)," meaning wherever a person can reach. Of course, each group should be approached according to its own way, but all methods and approaches must be based on holy foundations; this is the common denominator among all groups. As our Sages said: "I am asleep (but) my heart is awake—to perform the mitzvot—for the Holy One Blessed Be He to redeem me (from exile)." Especially regarding the mitzvah of tefillin, which is considered equal to the entire Torah. When one speaks sincerely from the heart, it is assured that "words that come from the heart enter the heart," and since all limbs depend on the heart, ultimately it will have an effect.
My opinion is clear: The awakening, request, and demand regarding Mivtza Tefillin—which has been discussed for over two years—remain fully in force even now. On the contrary: they should be pursued with even greater strength and vigor. The current situation requires not only that "all peoples of the earth... shall see you"—a reverence brought about by tefillin—but also what is stated in the well-known halachah as explained by Rashi (Hilchot Ketannot—Hilchot Tefillin 69:6): "...because through fulfilling and properly donning tefillin it will be fulfilled among warriors: 'He will shatter arm and skull.'" Based on this, we understand how great is the mitzvah and merit to publicize this halachah among all those involved in warfare, their relatives, friends, and all my sons—may they have long life—wherever they are.
May it be G‑d's will that very soon we merit—with all our brethren—to say that this situation was yesterday; that peace will reign in the world, especially in Eretz HaKodesh about which it is said: "And I will grant peace in the land." May everyone increase in Torah and mitzvot out of peace, tranquility, and security.
