במענה למכתבו מר"ח ניסן, בו כותב על דבר המשך בנין התלמוד תורה וכו' אשר כאילו הסכמתי בזמנו לממן את הגמר בתנאים מסויימים וכולי.
לאחר בקשת הסליחה מוכרחני לומר שאף שזוכר אני בכללות
הפגישה
עם חבר המועצה דקרית אונו בהיותו כאן, אבל מפני אריכות הזמן איני זוכר על דבר הבטחה כזו וכן התנאים, אף שלאידך גיסא מפני אריכות הזמן אין בידי וודאות גמורה בענין. ולכאורה תמוה הענין, כיון שבכלל אין תחת ידי קרנות לתכלית האמורה. בכל אופן אין לי ודאות גמורה לשלילה.
אבל מאז השיחה, שארך הזמן ביותר, ותפוסים האמצעים אשר ברשותי בתכניות שכבר התחילו בהם ואי אפשר לעכבן עתה, ולא עוד אלא שהאמצעים אינם מספיקים כלל ומשתדלים בגיוס כספים נוספים לכסות הגרעון – הנה לעת עתה אין נראית כל אפשריות להכנס להתחייבויות אחרות.
ובפרט שבזמן הכי אחרון יסדו ישוב חב"די

חב"ד שני על יד כפר חב"ד ראשון, אשר בני' האמורה תמשך כמה זמן וידרוש אמצעים גדולים, אף על פי שבחלקם הגדול בודאי [ו]בודאי יהיו מתקציבים שונים מהמוסדות המתאימים באה"ק ת"ו.
ואת כת"ר הסליחה על אשר מתאים להאמור אין ביכלתי למלאות רצונו להתחייב במימון וכו'. ותקותי חזקה אשר ילמד זכות עלי גם בפני חבריו שיחיו, והרי
הוראת
חכמינו ז"ל לדון לכף זכות, הרי זה גם
נתינת
כח. ובמיוחד בודאי ילמד זכות עלי בעיני

In response to your letter from the month of Nissan, in which you write about the continuation of building the Talmud Torah, etc., and that it seems I previously agreed to fund its completion under certain conditions and so on.
After asking forgiveness, I must say that although I generally remember the meeting with the council member from Kiryat Ono when he was here, due to the passage of time I do not recall such a promise nor the conditions; on the other hand, because of the time that has passed I also do not have complete certainty about the matter.
The matter seems puzzling since I do not have funds available for this purpose at all. In any case, I cannot state with certainty a definite refusal. But since that conversation, much time has passed and my available resources are already committed to projects that have begun and cannot be delayed now; moreover, these resources are insufficient in general and efforts are being made to raise additional funds to cover deficits—so at present there appears no possibility of taking on further commitments.
Especially as very recently a Chabad settlement called Nachalat Har Chabad was established near Kiryat Malachi, and construction has begun on a second Kfar Chabad near the first one; this construction will take considerable time and require significant resources—even though most of these will certainly come from various institutional budgets in Eretz HaKodesh.
I again ask forgiveness that according to what was said above I am unable to fulfill your request for financial commitment etc.
I strongly hope you will judge me favorably before your colleagues as well; our Sages instructed us to judge favorably—this itself gives strength. Especially you will surely judge me favorably in the eyes of Mr. Yaakov Kohen. My heartfelt thanks in advance.
