Shalom u'Vrachah!

In response to your letter from the 7th of Kislev, in which you also mention your previous letter: The reason I did not answer your earlier letter is in line with our Sages' instruction that one does not respond to certain matters. My intention is that the fate of the holy city of Chevron is, to our sorrow and shame, still uncertain. Clearly, I do not mean its true fate—for it is the city of our forefathers and the site of the Cave of Machpelah, one of the four holy cities in Eretz Yisrael—especially as explained and emphasized by the Chabad Rebbeim throughout the generations. This is printed in Iggeres HaKodesh by the Mitteler Rebbe (successor to the Alter Rebbe, author of Tanya and Shulchan Aruch), when he established the settlement in Chevron in 5583 (recently printed in Sefer Me’ah She’arim, page 15). See there at the end: he himself purchased a small synagogue there in his name so he would have a portion and inheritance there. The Chabad Rebbeim after him did likewise.

If my intention relates to the debate being conducted quietly behind closed doors—though it is well known among non-Jews—about what liberated territories should be returned and what should not: For over a year now there has been a serious debate regarding Chevron’s return; even then many opinions favored returning it. Recently this view has gained strength, and it is unnecessary to elaborate on this alarming matter.

In general, I did not wish to put this in writing—especially since our hands are tied—and just as until now this issue has not materialized due to an open miracle: non-Jews refuse to enter negotiations until territories are returned, even though their only condition is verbal agreement for peace [and everyone knows such words have no binding force regarding their future conduct]. Their refusal is nothing but an open miracle from Heaven above nature entirely [to delay returning territories?]. But our Sages said one must not rely on miracles (even though we wish for them to continue), therefore I cannot fulfill your requests on these matters.

As above—I am not afraid of non-Jews (G‑d forbid), for they do not have free choice; rather I fear mistaken decisions (and even if such mistakes are unintentional or forced etc., it makes no difference regarding consequences and actual deeds) by our fellow Jews who do have free choice. Some have cloaked these issues as mitzvah-related matters etc.

This topic could be elaborated upon at length; however, my intention is certainly not to weaken you or those with you in your approach and activities. Everything written above is solely due to the commandment "And you shall be clean before Hashem and Israel," as a response to your letter’s content.
