There appears to be a contradiction from Yoma (86a): 'I will heal their backsliding'—that only part of His Name is upon them (see Rashi there). It seems that this refers to healing that comes from teshuvah out of awe, which, after all, does not reach the level of teshuvah from love, which transforms sins into merits. In contrast, here—'For I am the L‑rd your healer'—see Aruch (Me'or Einayim 1:124 in Be'er Netiv; see also Ohr HaTorah on Parshas Beshalach p. 580)—and on the other hand, even in healing where a human (doctor) is involved, there are cases where a person is healed but not in a way that is considered true healing (only from now on and forward, so some trace remains), or the person's action is only considered a test (see Tzafnas Paneach responsa no. 67; Tzafnas Paneach on Rambam Hilchos Issurei Biah ch. 7 sec. 8), and then no trace remains at all—the healing is complete.
