Shalom u'Vrachah!
According to the change in the situation of the chassidim from the time of writing this Iggeres Kodesh for the first time until the third time, there was reason (and need) for a change in its first parts, including the addition regarding most towns and minyanim from Anash. Seemingly, from the lengthiness in Iggeres Kodesh 'Hocheach Tochiach' until finishing all of Shas etc., it is implied that there was something novel here. If so, it is understood that the beginning of Iggeres Kodesh 'Posechim BeBrachah' comes as a response to good news that what was requested has been fulfilled. See Likkutei Dibburim (part 1, according to printing), that Iggeres Kodesh 'Posechim BeBrachah' was written and published ten years before Iggeres 'Katonti'—that is, in 5549 (1789).
Summary
The Rebbe writes about how changing circumstances among chassidim led to updates in foundational letters and teachings, highlighting how responses to new realities are reflected even in classic texts like 'Posechim BeBrachah'.
