במענה למכתבה מיום י"ח מנ"א, בו כותבת אודות מרת...
והנה בכלל אין זה ענין לענות לאחת בהנוגע לענינה של השני' כמובן.
בכל זה בתור יוצא מן הכלל, באתי במענה במכתבי זה כמובן באם נוסח השאלה וסגנונה מתאימות לדעת הנ"ל.
א) מובנת הפליאה על ההודעה, שעוד לא מלאה הדרוש בשיפור מצבה הרוחני, אלא שמקווה לשפר המצב בעתיד הקרוב, שאם בענינים גשמיים, יפה שעה אחת קודם, עאכו"כ בנוגע לענינים רוחניים, שכל רגע וכל פעולה, עולם מלא הוא, ובפרט כשזקוקים לברכת השם, כולל להחליט (בהווה ולא רק בעתיד) כדבעי בענינים חשובים.
ב) בנוגע להצעת נכבדות, האם יש מקום להודעת הגיל, בזה עלי' לפנות לרב מורה הוראה בסביבתה, שיורה לה דעת תורה בזה.
ג) נסיעתה לחו"ל אין נראית לי, והרי ארץ ישראל עלי' נאמר, עיני ה"א בה מראשית השנה ועד אחרית שנה, אלא שהצנור והכלי לקבלת הברכה, היא הנהגה בחיי היום יומים מתאימה להוראות תורתנו תורת חיים ובקיום מצותי' עליהם נאמר וחי בהם.

In response to your letter from the 18th of Menachem Av, in which you write about Mrs.... In general, it is not appropriate to answer one person regarding another's personal matters. Nevertheless, as an exception, I am responding in this letter—of course, only if the wording and style of the question are suitable according to the above-mentioned opinion.
a) It is understandable to be surprised by the report that she has not yet fulfilled what is necessary for her spiritual improvement but hopes to do so soon. If in material matters every moment counts all the more so in spiritual matters—where every moment and every action is a world unto itself—especially when one needs the blessing of Hashem. This includes deciding (in the present and not just for the future) properly regarding important matters.
b) Regarding the proposal of honor: whether there is a need to disclose her age—she should consult a Rav who is a halachic authority in her area to instruct her on the Torah's view in this matter.
c) Her traveling abroad does not seem appropriate to me. Concerning Eretz Yisrael it is said: "Einei Hashem Elokecha bah meireishit hashanah ve'ad acharit shanah" (the eyes of Hashem your G‑d are upon it from the beginning of the year until year's end), but the channel and vessel for receiving blessing is conduct in daily life according to our Torah—the Torah of life—and fulfillment of its mitzvos about which it is said "V'chai bahem" (and you shall live by them).

Summary
The Rebbe teaches that spiritual improvement should not be delayed even briefly; practical halachic questions should be directed to a competent Rav; and remaining in Eretz Yisrael with proper daily conduct brings blessing.
