באם נמצא כהנ"ל בטורונטו ועכ"פ בנ.י. - טוב יותר מאשר בריחוק מקום גדול - כדי שיראוהו לעתים קרובות ויוכלו לייעצו איך להסתגל בקל יותר וכיו"ב.
באם אין נמצא - אזי באהקת"ו. ויבררו אצל חפר שי' - האם התכנית בכחב"ד לפי כחו (שלומדים גם חסידות) או בביסל"מ דתי אחר באה"ק.

Based on your letter that your son is not succeeding in his yeshiva studies—it is understood that it would be worthwhile for him to learn a profession (a trade), and even better in a vocational school where Torah is also studied. Studying in a regular public school is clearly not appropriate at all, since there he would be mixed with non-Jews, etc., in addition to the mixing of boys and girls.
If such an institution as mentioned exists in Toronto or at least in New York—it is better than being far away, so that you can see him often and advise him on how to adapt more easily and the like. If there is none—then in Eretz HaKodesh.
They should check with Chafer (Shmuel) whether the program at Chabad fits his abilities (since they also study Chassidus), or if another religious vocational school in Eretz HaKodesh would be suitable.
