במענה למכתבו מי"ד טבת עם המצורף אליו פ"כ מפגישת המנהלים וכו'.
ולפלא שבכל השקו"ט לא העיר מי על סיבת העדר ההצלחה בשנים הקודמות בנוגע לכנוס יו"ד שבט, שהרי בשלילת הסיבה תלוי' ההצלחה גם בעתיד, וכפי שכתבו בשנים הקודמות הסיבה היתה בשתים:
א) והוא העיקר, אי ההתדברות בין מנהלי בתי ספר מסיבות שונות ומשונות.
ב) והיא טפלה, וכנראה באה כמסובב מסיבה הראשונה - חסרון כסף להוצאות.
עוד נקודה אינה מובנה בהפ"כ היא, שלא נזכר כלל הרה"ג הרה"ח וכו' הרד"ח שי' - אף שבנוגע לכמה טרחות השתדלות במשרדים ועניני כסף פונים אליו פעם ושתים וכו' ותובעים ממנו בטענה שכל הרשת על שכמו ואחריותו.
מובן שאין ענינו דיו"ד שבט לטיולים לשם טיול וכיו"ב, ובפרט שגם ביטול ת"ת קשור בזה, וצ"ל איזה שכר רוחני ולא סתם תענוג בעלמא (מלשון העלם והסתר).
עוד נקודה וגם זה פלא שלא הוזכר כלל שהשנה יו"ד שבט הוא עש"ק, וצ"ל זמן מספיק לרצו"ש בעוד מועד לאחרי הכנוס. ואלי היתה הכוונה לעשות זה בערב יו"ד שבט.
וכיון שכנראה מהנ"ל נכתב הפ"כ או שהיתה השקו"ט בחפזון, אחכה על ההמשך או הבירור בהנ"ל טרם שאענה לעצם שאלתם.

In response to your letter from the 14th of Tevet with the attached report from the managers' meeting, etc.
It is surprising that in all the discussions, no one commented on the reason for the lack of success in previous years regarding the Yud Shevat gathering. After all, future success depends on eliminating this cause. As you wrote in previous years, there were two reasons: a) and this is primary—the lack of communication between school principals for various reasons; b) which is secondary and apparently results from the first reason—a lack of funds for expenses.
Another unclear point in the report is that there was no mention at all of Harav HaGaon Harav HaChassid etc. Haradach—even though regarding several efforts with offices and financial matters, people turn to him once or twice, etc., and demand from him with the claim that the entire network rests on his shoulders and responsibility.
It is understood that the matter of Yud Shevat is not about trips for their own sake or similar things—especially since it also involves missing Torah study—and there must be some spiritual reward, not just simple pleasure (from "helem," meaning concealment).
Another point—and it is also surprising—that it was not mentioned at all that this year Yud Shevat falls on Erev Shabbat, so there must be enough time to prepare properly after the gathering. Perhaps it was intended to do this on the eve of Yud Shevat.
And since it seems from the above that either the report was written or the discussion took place in haste, I will wait for continuation or clarification on these matters before answering your actual questions.
