ובבואינו זה עתה מימי הפורים, עליהם נאמר וזכרם לא יסוף מזרעם, ועד שאמרו רז"ל כל המועדים בטלים וימי הפורים לא יבטלו,
והרי ענין הזכרון אשר תומשך ההתעוררות ממנו בכל כחות הנפש ועד המעשה בפועל ואדרבה המעשה הוא העיקר
יהי רצון שיהי' כן בנוגע לכל ארבעת הענינים אשר היו בימים ההם בזמן הזה, אורה שמחה וששון ויקר כפשוטם וכמשמעם, אורה זו תורה וכו' ויקר אלו תפילין שהוקשה כל התורה (המצות) לתפילין,

In response to your letter from the 12th of Adar. At an auspicious time, you and your wife will be mentioned at the holy resting place of my revered father-in-law, the Rebbe zatzal, in accordance with the content of your letter.
Now that we have just come from the days of Purim—about which it is said "their remembrance will never depart from their descendants," and our Sages even said that all festivals will be nullified but the days of Purim will never be nullified—the concept of remembrance is that the inspiration from it should continue into all faculties of the soul and into actual deed; indeed, action is paramount.
May it be G‑d's will that this be so regarding all four matters that existed then "in those days at this time": light, joy, gladness, and honor—in their plain sense and meaning. Light is Torah, etc.; honor refers to tefillin to which all Torah (the mitzvos) are compared—until we merit to connect redemption to redemption: from "we are still servants of Achashverosh" to the true redemption as in "as in the days when you went out from Egypt," etc.
