שלום וברכה!
זה מזמן רב ביותר וביותר שאין מהם כל ידיעות מפעולותיהם בהפצת המעינות וכן לא מפעולותיהם בהפצת עניני יהדות בכלל,
שהביאור בזה אפשרי ביאור פשוט: שאין פעולות, וביאור ע"פ ציווי חכמינו ז"ל ומודגש בתורת החסידות, שישנן פעולות כהנה וכהנה, אלא שאין מודיעין עד"ז.
הצד השוה שבשני האופנים, שאין מקום לכתיבה מכאן והתעוררות ועאכו"כ לתביעות בהאמור.
ולא עוד אלא שגם חשש בדבר, ואולי יותר מחשש, וע"פ ציווי חז"ל כשם שמצוה לומר וכו' כך מצוה שלא לומר כו'.
ולהעיר ג"כ ממסכת חולין (צד, א) אל יסרהב כו' ויודע בו וכו'.
דזוהי סיבת ההפסק בכתיבה והתעוררות לפעולות, ואין בזה מקום לפירושים אחרים.
ובעיקר באה ההודעה עד"ז - בכדי לשלול בהחלט אפשרית הפירוש, שזה שהפסיקו לעורר מפני שמי שהוא מסכים להנהגה "דואני את נפשי הצלתי", ובלשון המורגל בין אנ"ש "א צדיק אין פעלץ"; כי אם אך ורק - שכנראה אין בידי למחות, או (ע"פ הסדר השני דלעיל, דמחויבים לדון לכף זכות) שישנן פעולות כהנה וכהנה.
ויה"ר בעמדנו ימים ספורים לפני יום ההילולא של כ"ק מו"ח אדמו"ר נשיא ישראל, עשירי בשבט הבע"ל, שכאו"א ילמוד ממסירת נפשו של בעל ההילולא, מס"נ על פעולות עם הזולת [שהרי בנוגע לעצמו הוא, ע"ד דברי האריז"ל ומפורש בדברי רבנו הזקן (בעל התניא - פוסק בנסתר דתורה - והשו"ע - פוסק בנגלה דתורה -) הנשמה עצמה אינה צריכה תיקון כלל כו' ולא הוצרכה כו' רק להמשיך אור לתקנה וכו'],
שיעשה הוא ככל יכולתו ועוד יותר מזה - בפעולות מתאימות לרצון ותקות בעל ההילולא, והובטחנו הבא לטהר מסייעין אותו.

מובן שאין בהנ"ל כלל וכלל ענין של קפידא ח"ו וכיו"ב, כ"א (באם אופן הא', ח"ו, צודק) צער על העדר כל מעשה בהנ"ל, בה בשעה שממה"מ הקב"ה הוציא אבן היקרה שבה תלוי חשיבות כתר המלכות מן הכתר ושחקה וכו'. וד"ל. ובמילא אין מקום כלל לכתוב לכאן הצטדקות וביאורים וכו'. וה"ז ענין שבין אדם למקום.

Anash sheyichyu upon whom may be Hashem's blessings—Shalom u'Vrachah!
It has been a very long time since I have received any reports from you regarding your activities in spreading the wellsprings, nor about your efforts in spreading matters of Judaism in general. The simplest explanation for this could be that there are no activities; or, as our Sages have instructed and as is emphasized in Chassidus, perhaps there are indeed many such activities but they are simply not being reported. In both scenarios, there is no place for writing from here to arouse you or to make demands regarding these matters. Moreover, there is even a concern—perhaps more than a concern—and according to our Sages' instruction: just as it is a mitzvah to say something when it will be heeded, so too it is a mitzvah not to say something when it will not be heeded. Also noteworthy is what is stated in Chullin (94a): "Do not persist... and he knows about it..." This is the reason for the cessation of writing and encouragement for action; there is no room for other interpretations.
The main purpose of this notification is to absolutely negate any possible interpretation that the cessation of encouragement stems from agreement with an attitude of "and I have saved my own soul," or as commonly said among Anash: "A tzaddik in pelts" (one who only worries about his own spiritual warmth). Rather, it is solely because apparently I am unable to protest; or (according to the second scenario above, where one must judge favorably) because there are indeed many such activities.
May it be Hashem's will that as we stand just days before the yahrzeit of my revered father-in-law, the Rebbe—Nasi Yisrael—on the tenth of Shevat approaching soon, each individual should learn from the self-sacrifice of the one whose yahrzeit we mark: self-sacrifice for working with others [for regarding himself—as stated by the Arizal and explicitly by our master the Alter Rebbe (author of Tanya—the halachic authority in the hidden Torah—and Shulchan Aruch—the authority in revealed Torah)—the soul itself needs no rectification at all; it only descends to draw down light for its correction etc.], so that each person does all he can—and even more—in actions fitting with the will and hope of the one whose yahrzeit we mark. And we are assured: "One who comes to purify himself is assisted."

It is understood that none of the above contains any hint whatsoever of anger G‑d forbid or anything similar; only (if scenario one above unfortunately applies) sorrow over lack of action in these matters—especially when Hashem Himself removed the precious stone upon which depends the value of the royal crown from its setting and ground it up etc.—and this should suffice. Therefore, there is absolutely no place to write here excuses or explanations etc.; this matter lies between man and his Creator.
Summary
The Rebbe writes that silence about outreach can stem either from inactivity or simply not reporting one's efforts—but neither justifies complacency. He urges renewed dedication to communal work and reminds us that true self-sacrifice means acting on behalf of others.
