... באתי להוסיף במ"ש אודות הענין... שלא הי' זמן להתייעץ, הנה פשוט שאין זה הצדקה כלל להחליט על ענין השייך לרבים ע"פ דעת יחיד. ובפרט שכיון שהי' זמן לשאול דעת שלשה - בודאי שהי' זמן לשאול דעת שלשת הנשארים. ובעיקר שאיך זה אפשר שלא הי' זמן, שהלא ערכו סו"ס מברק והחליטו לחכות למענה מכאן וכו'. ובהנוגע לעתיד - הלא מוכרח שיהי' סדר בעניני חב"ד, ולא שכאו"א יעשה כפי העולה בדעתו, כי אפילו על גדולים בישראל נאמר ותשועה ברוב יועץ, ואל תהי דן יחידי, שאין יחידי אלא אחד, והאחד הכוונה להקב"ה ולא למי שהוא אחר. ובשלמא בענינים פרטים - מנהגו של עולם הוא, אבל לא בענינים כללים. ובפרט כשמפלגה מעורבת בנין ובתקופה שמפלגתיות שולטת באה"ק ת"ו. ומזה מובן שבקשתי להורות איך להבא להתנהג בזה, הנה צריך להעלות שאלות אלו בדיון הנהלת... ועד"ז באם תהי' שאלה כהנ"ל במק"א - במסגרת המתאימה.
פשוט שכל הנ"ל אינו גורע כלל בזכותו של פלוני או פלוני שהופקד עליהם תפקיד מיוחד של מרץ וחיות וכו', שהרי הכנסת מרץ וחיות אינה מכריחה שלטון יחיד ובאופן של דיקטטורה.
חבל שאינו מזכיר עכ"פ ראשי פרקים מהפ"ש שמסר מכאן, ותקותי חזקה, שבחר באותם הנקודות היכולות להביא ענינים של פועל ובפעולות להפצת היהדות והמעינות באה"ק ת"ו. ובטח ימלא בהזדמנות הבאה גם עד"ז.

... I have come to add regarding what was said about the matter... that there was no time to consult; it is obvious that this is no justification at all to decide on a matter concerning the public based on the opinion of one individual. Especially since, as there was time to ask the opinion of three—certainly there was time to ask the opinion of the remaining three. And mainly, how is it possible that there was no time, when after all they sent a telegram and decided to wait for a response from here, etc.
Regarding the future—it is necessary that there be order in Chabad matters, and not that each person acts as he sees fit, for even regarding great people in Israel it is said 'uTeshuah b'Rov Yoetz' (and salvation comes with much counsel), and 'Al Tehi Dan Yechidi' (do not judge alone), for 'Yechidi' refers only to One—and that One means the Holy One Blessed Be He, not anyone else. It would be understandable in private matters—this is common practice—but not in general matters. Especially when a party is involved in building and at a time when partisanship rules in Eretz Yisrael.
From this it is understood that my request to instruct how to act in such cases in the future should be brought up for discussion by the administration... Similarly, if such a question arises elsewhere—it should be within the appropriate framework. It is clear that none of this diminishes at all from the merit of so-and-so or so-and-so who were entrusted with a special role of energy and vitality, etc., for bringing energy and vitality does not require single-person rule or dictatorship.
It is unfortunate he does not mention at least main points from the report he delivered from here, and I strongly hope he chose those points which can bring about practical matters and activities for spreading Judaism and its wellsprings in Eretz Yisrael.
