שלום וברכה!
במענה למכתבם ממוצש"ק, בו כותבים אשר לדעתם החקלאים בכפר חב"ד
ועניניהם מקופחים, והסיבה בזה אשר אין ועד מיוחד לעניני חקלאות.
והנה מובן שאי אפשר לעשות ועד מיוחד לכל אחד מעניני הכפר, שאם כן הרי אין לדבר סוף, ותחת הנהלה משותפת, שגם בידה לא עלה לע"ע לשלול פירוד הלבבות וכו' וכו', יקומו כמה ועדים, שיגרום עוד לפרוד לבבות נוסף, ועוד ועוד.
וכתבתי לודע הכפר הצעתי, שכאשר ידונו בעניני חקלאות, יצרפו בעת השקו"ט ב"כ החקלאים אש בכפר חב"ד, ז.א. אשר החקלאים יוצגו ע"י ב"כ - לבאר (אבל לא להצביע וכו') לפני הועד פרטי המצב בענין זה מנקודת מבט של החקלאים.
אבל מובן ג"כ, שכמו שלתועלת הכללית וגם הפרטית מוכרח שהועד יתענין בטובת החקלאים, הנה ג"כ מוכרח וג"כ לתועלת הכלל והפרט של החקלאים, שהחקלאים יתענינו גם בשאר תושבי הכפר, ובשיתוף פעולה מכולם יחד, הרי זה הכלי להצלחה בכל הענינים, הן דחקלאים והן שאר עניני הכפר ולהוספת ברכת השי"ת בזה.
ויהי רצון אשר תתחל קיום תקותי הכי חזקה, שיתרבה מספר החקלאים בכפר חב"ד, ויוטב מצב החקלאים בתוככי שאר עניני הכפר, הן בכמות והן באיכות, ובשני הענינים באופן דמוסיף והולך מזמן לזמן ומתקופה לקופה ובטוב הנראה והנגלה.
בברכה להרחבת הדעת ולהרחבת הפרנסה הן בגשמיות והן ברוחניות ולבשורות טובות בכל האמור.

To the group of Kfar Chabad residents engaged in agriculture, may Hashem be upon them and grant them life.

In response to your letter from Motzaei Shabbat Kodesh, in which you write that in your opinion the farmers in Kfar Chabad and their matters are neglected, and that the reason is the lack of a special committee for agricultural matters. It is clear that it is not possible to create a special committee for each issue in the village; otherwise, there would be no end to it. Under joint management—which itself has not yet succeeded in eliminating division of hearts—if several committees were to arise, it would only cause further division and more issues.
I have written my suggestion to the village's informant: when agricultural matters are discussed, representatives of the farmers in Kfar Chabad should be included during these discussions. That is, the farmers should be represented by a delegate who will explain (but not vote, etc.) before the committee the specific situation from the farmers' perspective.
However, it is also clear that just as for both general and individual benefit it is necessary for the committee to care about the welfare of the farmers, so too it is necessary—and also for both general and individual benefit—for the farmers to care about other residents of the village. Through everyone's cooperation together, this becomes a vessel for success in all matters—both those concerning farmers and other village affairs—and increases G‑d's blessing in these areas.
May it be G‑d's will that my strongest hope will begin to be fulfilled: that the number of farmers in Kfar Chabad will increase and their situation will improve within all other aspects of village life—both quantitatively and qualitatively—in a manner that continually increases from time to time and from period to period with visible and tangible good.
Blessings for expanded understanding and increased livelihood both materially and spiritually, and for good news regarding all mentioned above.

Summary
The Rebbe teaches that unity among community members brings blessing and success. Representation should foster understanding—not division—so everyone’s needs are addressed through cooperation rather than separation.
