Your letter from the fifth of Devarim was received.

a) Enclosed are two letters for Arani and Buassi; together with them he will receive from the packages five copies of Tehillas Hashem and three of our books: vol. 1, vol. 2, and Unser Buch vol. 1 and vol. 2. Please kindly give each of the children I tested one book as a gift, as I wrote in my letter (regarding the other books I already wrote to Harav Shneur Zalman Butman). Certainly the administration of Arani and Buassi will confirm their receipt.

b) Regarding what you wrote about Harav Shneur Zalman: he told me that already last week he telegraphed them.

c) It is unfortunate that there is a lack of alacrity regarding the maamad (communal support). The issue is that everyone still has a reason for this in their mind as well. It can be explained by this week's parsha which begins "Vehaya Ekev Tishme'un et HaMishpatim" (And it will be if you listen to these laws), specifically mentioning mishpatim (rational laws; see Ramban on the Torah), according to what my father-in-law the Rebbe shlita said about the virtue of ekev—that it is about kabbalas ol (accepting Divine authority; see "Ein HaKadosh Baruch Hu Ba B'trunia," in Sefer HaMaamarim and elsewhere). This teaches us that even mishpatim—rational mitzvos—without kabbalas ol, who knows if ultimately they will be observed.
