מאשר הנני קבלת מכתבו מיום אסרו חג.
ובעמדנו בסיום וחותם תשלומין דעצרת זמן מתן תורתנו,
וכידוע אשר עד י"ב בחדש ועד בכלל תשלומין דחג השבועות הוא,
וי"ל דמעלה בתשלומין אלו על תשלומין דחג המצות וחג הסוכות, שבהם משלימין בימים אשר חג הם. נוסף בחג השבועות - דכחו גדול דגם בימים שמצד עצמם חול גמור הם, עושים בהם ומשלימים עניני טוב וקדש דיום העצרת.
וע"פ הוראת רבנו הזקן בסידורו, שגם בחוץ לארץ וגם עתה אין אומרים תחנון בימי תשלומין אלו, הרי זו הוכחה, שגם משחרב בית המקדש ובחו"ל הענין במציאותו הוא,
ומזה הוראה גם בעבודת האדם את קונו - דהאפשריות והיכולת נתונה בכל ימים אלה למלאות מה שלא נעשה ולהשלים מה שהחסירו מאיזה סיבה שתהי' ביום מתן תורה. והכל מודים בעצרת דבעינן לכם - להמשיך כל זה למטה מעשרה טפחים וגם בעניני הגוף ושמחתו.

I acknowledge receipt of your letter from Isru Chag.
As we stand at the conclusion and seal of the tashlumin (make-up) period for Atzeres, the time of the giving of our Torah—and as is known, until and including the 12th of the month is still tashlumin for Shavuos—it can be said that these tashlumin days have an advantage over those of Pesach and Sukkos, where the make-up is only within days that are themselves festival days. In contrast, with Shavuos, its power is so great that even on days which are entirely mundane in themselves, one can accomplish and complete matters of goodness and holiness connected to Atzeres.
According to the directive of our master the Alter Rebbe in his Siddur—that even outside Eretz Yisrael and even now we do not say Tachanun during these tashlumin days—this is proof that even after the destruction of the Beis HaMikdash and in exile this matter remains in reality. From this comes a lesson for a person's service to his Creator: during all these days there is opportunity and ability to fulfill what was not done and complete what was lacking for whatever reason on the day of Matan Torah.
And all agree regarding Atzeres (Shavuos) that "we require lachem"—to draw all this down below ten handbreadths (into physicality), including matters of the body and its joy.
