Shalom u'Vrachah!

In response to your letter from Motzaei Shabbat Bereishis, and as a preface, it is understood and obvious that there is no place here for an apology or the like, since your letter concerns words of Torah, especially matters with practical implications. You are also correct in concluding your letter that this is a matter affecting many, since it is visible to many.

Regarding the substance of your question or comment: The practice you describe—not to touch the peyos (sidelocks) of the head at all—I have not seen within Chabad; on the contrary. There are several possible reasons for this, perhaps even the one you hint at in your letter: not to mix illuminations from two of the thirteen attributes of the holy beard. In any case, it is explicit that the Arizal would cut and shorten them by measure (see Sha'ar HaMitzvos and Ta'amei HaMitzvos on Parshas Kedoshim).

Based on this, there is a clear directive from our Sages in Tractate Sukkah 32b: Rav Acha son of Rava would search for one [species] because it came from Rav Kahana's mouth—see Rashi there. All the more so in our case, where not only do we have the words of a Rav but also his actions.

With respect and blessing.

According to the above, it is explained—the main question should actually be on those who do not touch them at all—this is contrary to the living example set by the Arizal. See also Darkei Teshuvah Yoreh De'ah section 181 where there are various rulings, etc., and in Darkei Chaim VeShalom at the end of section "not to fold peyos behind one's ear." (Indeed, what is cited there by the compiler regarding Zohar etc.—it requires further study because simply put—in Zohar etc., it refers to hair growing behind the ear.)

This matter has been received from you and revealed after what was stated above. Thank you very much.

Ephraim Eliezer: Yales.

Summary

The Rebbe clarifies that Chabad custom allows trimming peyos according to halachic sources and established precedent. He emphasizes following both word and deed of great Torah authorities rather than adopting new stringencies without basis.
