במענה למכתבו מלפני ראש השנה, שנתקבל בימים שאין הזמן גרמא לענות בענין הדורש עיון, ואתו רוב הסליחה על עכוב המענה,
בו כותב ע"ד עבודתו ומשרתו בקדש ב... וע"ד הקישוים שיש לו וכו' וכאילו בספק עומד האם להמשיך בעבודה שם, או שיעתיק מושבו לעיר אחרת וכו',
ודעתי ברורה [מיוסדת ע"פ ששמענו כ"פ בכגון דא מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע] אשר עליו להמשיך בקדש במקומו עתה, ובפרט שהרי כבר נראית הזזה לטובה, ולא רק הזזה אלא גם שינוי ממשי, ומחזק עוד פשיטות האמורה שנסיעתו משם עלולה להרוס ולבטל כל ההישגים דעד עתה. ובודאי שימצאו כמה שיפרשו הנסיעה מהתם - כנסיגה ובריחה מן המערכה, ובודאי לדכוותי' ידוע טבע בעלי בתים ופסקי בע"ב (עיין סמ"ע ונתיבות המשפט שו"ע חלק חושן משפט ס"ג סעיף ד') וחזק יהי' בטחונו, אשר סו"ס יצליח להעמיד הקהלה על מכונה הראוי, וכמאמר חז"ל (בזהר ובמדרש): אני ישנה בגלותא ולבי ער להקב"ה לתורתו ומצותיו,
והרי נכנסנו ז"ע בשנה חדשה שהיא שנה תמימה, שנה ועיבורה, שנת השמיטה אשר עלי' נאמר שבת לה', (יעוין בפירוש הרמב"ן שם).

In response to your letter from before Rosh HaShanah, which was received during days when there was no time to answer a matter requiring contemplation, please accept my apologies for the delay in replying. In it, you write about your work and sacred position in [city], and about the difficulties you face, etc., and as if you are uncertain whether to continue working there or to move to another city, etc.
My opinion is clear [based on what we have often heard in such cases from my revered father-in-law, the Rebbe zatzal], that you should continue your sacred work in your current place for now—especially since there has already been visible improvement for the better; not only improvement but also a real change. This further strengthens the simple point that leaving now could destroy and nullify all achievements up until now.
Certainly there will be some who interpret your departure as retreating or fleeing from the challenge. Surely you know the nature of laypeople and their rulings (see Sema and Netivot HaMishpat on Shulchan Aruch Choshen Mishpat 63:4). Be strong in your trust that ultimately you will succeed in establishing the community properly. As our Sages say (in Zohar and Midrash): "Ani yeshena b'galuta v'libi er leHakadosh Baruch Hu leTorato u'mitzvotav" ("I am asleep in exile but my heart is awake to the Holy One Blessed Be He, to His Torah and commandments").
We have now entered a new year—a complete year, a leap year, a Shemitah year about which it is said "Shabbat laHashem" (see Ramban's commentary there).
With honor and with blessings for success in all of the above for good news and a joyous holiday.
