במענה למכתביהם והשאלות שבהם:
א) שילוח שד"ר לחו"ל: כמדומה כבר כתבתי כמה פעמים, שבכלל נכון במאד, ומופת חותך בזה - מה שרובם ככולם ממוסדות אה"ק ת"ו עושים זה, וזה משך כמה שנים. - אלא שכמו שכתבתי, וגם זה כ"פ, צ"ל שהשלוח יהי' באופן שלא יבלבל מוסד אחד לחבירו, אלא שבשיתוף פעולה ודעת יתדברו בקל בכל האופנים באופן טוב.
ב) בהנוגע מי יהי' השד"ר ולאיזה מדינה: - עליהם לדון בזה בהתאם להאישים ובהתאם להמדינה המתאימה. והרי בכל מדינה ומדינה נמצאים מאנ"ש, ובפרט באותן המדינות ששם יש סיכוים להצליח ביותר.
ג) בהנוגע לזמן הנחת אבן הפנה כו': - הרי גם בזה עליהם להחליט על אתר, בהתאם להשערה בעתיד הקרוב איזה תאריך מסוגל יותר. ועוד, והוא העיקר - שיהי' די זמן מספיק להכנות הדרושות.
ד) כשיחליטו באופן סופי בהנוגע להתאריך, יודיעוני. ובל"נ אכתוב מכתב כללי בקשר עם זה. נתעכב הענין עד עתה - כי זה כ"פ וכ"פ החליטו זמן הנחת אבן הפנה ואח"כ בטלה החלטתם וכו'.
ה) בקשר עם זה שכותבים שמתרבה מספר התיירים באה"ק ת"ו, ובפרט בחדשים הקרובים: - חוזרני עוה"פ על מה שכתבתי לאיזה ממוסדות חב"ד, שלתמהוני מזניחים לגמרי הענין דהמשכת תיירים לביקור בהמוסדות ובאופן שיבוא הביקור לענין ממשי מצדם. ולצערי, הוא הצד השוה לכל מוסדות חב"ד באה"ק ת"ו, ורק במקרים נדירים ביותר המשיכו התיירים לבקור במוסדותיהם ואפילו במקרים נדירים אלו - קטן הוא ביותר מספר אלו שהביא הבקור לפעולה ממשית. למרות שזהו כעשר שנים לקיום מוסד שלהם באה"ק ת"ו, ועוד יותר לקיום מוסדות אחרים דחב"ד שם.
איני יודע בפרטיות הסדר דתו"ת בחדש ניסן, אבל בודאי בעוד מועד יעבדו תכנית מפורטת, בכדי שלא יהיו חילוקי דיעות ובלבולים בשעות האחרונות.

In response to your letters and the questions within them:
a) Sending a shadar (emissary) abroad: It seems I have already written several times that, in general, this is very appropriate. A clear proof is that almost all institutions in Eretz HaKodesh do this, and have done so for several years. However, as I have also written several times, it must be arranged so that one institution does not interfere with another; rather, through cooperation and consultation they will easily coordinate everything properly.
b) Regarding who should be the shadar and to which country: You should discuss this according to the individuals involved and the country most suitable. In every country there are members of Anash (our community), especially in those countries where there is greater potential for success.
c) Regarding the timing of laying the cornerstone, etc.: Here too you should decide on site, based on your best estimate of which date will be most suitable in the near future. Most importantly—there should be enough time for all necessary preparations.
d) When you make a final decision regarding the date, inform me. Without a vow I will write a general letter about this matter. The issue has been delayed until now because several times you decided on a date for laying the cornerstone and then canceled your decision, etc.
e) Regarding your note that the number of tourists in Eretz HaKodesh is increasing—especially in the coming months: I repeat again what I wrote to some Chabad institutions—that to my surprise they completely neglect attracting tourists to visit their institutions and ensuring these visits become meaningful engagements. Unfortunately, this is common to all Chabad institutions in Eretz HaKodesh; only on rare occasions did they succeed in bringing tourists to visit their institutions—and even then, very few visits led to real action. This is despite about ten years since your institution was established there—and even longer for other Chabad institutions.
I do not know the details of your Torah study schedule for Nissan, but surely you will prepare a detailed plan ahead of time so there will not be disagreements or confusion at the last minute.
