It is somewhat surprising that apparently until now there were institutions in [your city] that were managed independently by a single individual. Clearly, this has no place—not only according to Torah in general but even according to simple logic. Who is greater than Moshe Rabbeinu? As our Sages say (see Midrash Rabbah and Tanchuma at the beginning of Parshas Pekudei; Rama and Bach in Yoreh Deah section 257; see there).
Since I read in your letter that this matter has been corrected regarding [the institution], I strongly hope that the same will be done with other matters as soon as possible. Certainly, this will increase unity of hearts and bring additional blessing, etc.
Summary
The Rebbe teaches that institutions should not be run independently by one person but should follow Torah guidance and collective wisdom. Correcting such issues brings unity and greater blessing.
