לאחרי הפסק הארוך נתקבל מכתבו מא' כסלו הוא חדש הגאולה, בו כותב אודות הסתדרותם בזמן לימודים זה, ונעם לי לקרות בו ע"ד התעסקותו ג"כ והסיוע לאגודת נשי ובנות חב"ד אשר במחנם הט' ובודאי ימשיך בזה, וחשיבות הענין כבר נתבאר בכמה מקומות וגם בשיחות בזמנים שונים, ובודאי גם לו ידוע אודות זה, ומובן שככל הנ"ל הוא גם בהנוגע למה שלומד ברבים בביהכ"נ שערי צדק, ובפרט שבודאי ינצל את זה ללימוד חסידות ברבים מתאים למדת הבנתם של השומעים, אם מאמרים קלים או פתגמים משיחות רבותנו נשאינו הק' וכיו"ב,

ויה"ר שהוא וזוגתו שיחיו כ"א בענינו יצליחו בהנ"ל מתוך בריאות והרחבת הדעת, ובפרט שנכנסנו בחדש כסלו, וידוע הסיפור של כ"ק אדמו"ר האמצעי, אשר בגלל המס"נ הלזו (של אדמו"ר הזקן) על תורת החסידות, פסקו בבי"ד של מעלה, אשר בכל ענין של תורה יראת שמים ומדות טובות תהי' יד מקושריו והולכי בעקבותיו על העליונה.

בודאי כבר הכינו תכנית איך לנצל ימי חדש כסלו זה, ומובן שכוונתי בזה אליו לזוגתו לשאר אנ"ש לכאו"א מהם אשר במחנם הט', והשי"ת יצליחם.

במה ששאלוהו בלשון הכתוב, מלאכי אלקים עולים ויורדים בו, שהקדים עולים לפני יורדים, לפלא שאלתו בזה, כיון שבפירוש רש"י תירץ קושיא זו, והוא ממד"ר על אתר, וראה ג"כ בפירוש רשב"ם שם, ואפשר כוונתו בעיקר לנקודה השני' והוא על פירוש המדרש שעולים מדבר במלאכים שנדחו ממחיצתו של כו' ושאלוהו איך אפשר שיעשו נגד רצון הבורא, ושאלתו בזה היא כי הרי המלאכים אינם בעלי בחירה, עיין ריש פרק ל"ט בתניא, ובנקודה הראשונה איך אפשר שיעשו היפך הרצון, פשיטא שלא רצו לעשות היפך הרצון, אלא שלא ידעו שזה היפך הרצון של הבורא וכל נברא אפילו מלאך ושלמעלה הימנו אי אפשר שיהי' שלם בתכלית, וכפירוש רש"י הידוע עה"פ אשר ברא אלקים לעשות - לתקן, ולכן אפשר שיטעה, ודוגמא לזה אשר אדם הראשון אף שהי' יציר כפיו של הקב"ה והזמן קודם חטא עה"ד, בכ"ז נכשל בזה מפני הוראת היתר וכיו"ב, ויעויין ג"כ בזה במ"ש בהקדמת השל"ה חלק בית ישראל (ברוב הדפוסים דף י"ח סוף ע"א).

After a long pause, your letter from the 1st of Kislev—the month of redemption—was received. You write about your arrangements during this period of study, and I was pleased to read about your involvement and assistance with the Nshei U'Bnos Chabad organization in your camp nine. Certainly you will continue with this, and the importance of this matter has already been explained in several places and also in talks at various times. Surely you are also aware of this.

It is understood that all the above also applies to what you teach publicly at the Shaarei Tzedek synagogue, especially since you will certainly use this opportunity to teach Chassidus publicly according to the listeners’ level of understanding—whether simple maamarim or sayings from the talks of our holy Rebbeim and similar things.

May it be His will that you and your wife each succeed in these matters with health and peace of mind, especially as we have entered the month of Kislev. The well-known story of the Mitteler Rebbe is known: because of this self-sacrifice (of the Alter Rebbe) for the teachings of Chassidus, it was decreed in the Heavenly court that in every matter of Torah, fear of Heaven, and good character traits, those connected to him and following his path would prevail.

You have surely already prepared a plan for how to utilize these days of Kislev. My intention here is directed toward you, your wife, and all our people—each one among them—in your camp nine. May Hashem grant you success.

P.S. Regarding what they asked you using the verse: Malachei Elokim olim veyordim bo ("G‑d's angels ascend and descend on it"), where "ascend" precedes "descend," it is surprising that you ask about this since Rashi explicitly answers this question based on Midrash Rabbah there; see also Rashbam’s commentary there. Perhaps your main question concerns a second point—on the Midrash’s explanation that "ascend" refers to angels who were pushed away from His presence etc., and they asked how it is possible for them to act against G‑d’s will. Your question here is that angels do not have free choice; see Tanya beginning chapter 39. On the first point—how could they act against His will—it is obvious they did not want to act against His will but simply did not know it was against G‑d’s will; no created being—even an angel or higher—is completely perfect. As Rashi famously explains on "Asher bara Elokim la’asot" (that G‑d created to do—to perfect), therefore mistakes are possible. An example: Adam HaRishon—even though he was formed by Hashem’s own hands before the sin—still stumbled due to a mistaken ruling permitting something similar; see also what is written on this in Shelah’s introduction (Beit Yisrael section; most editions page 18 end first column).
