במענה על מכתבו מי"ד אלול, בו כותב הסברא דנסיעה ללמוד לכאן.
כבר ידועה מלתי בזה, אשר רבה העבודה בכרם חב"ד באה"ק ת"ו, ובעוה"ר רבה ג"כ העזובה, ועל כאו"א הנמצא על אתר עליו לנצל כל כחותיו ואפשריותו לעבודה זו עדי יקוימו הנהרסות והנחרבות ימלאו החסרון וכו', וכל רגע העובר מבלי זה אבידה שאינה חוזרת היא, ומי יודע אם תהי' עוד שעת הכושר כמו עתה, ואם בכל אחד הדברים אמורים עאכו"כ בהנוגע לצעירים אשר כחם ומרצם אתם ולא היו עדיין כ"כ זמן בהאי עלמא דשיקרא ובפרט בהנוגע אליו שראה פרי טוב בעמלו בשטח החינוך הכשר שכל מחשבה המחלישה בזה ומבלבלת בזה, מקורה בלתי טהור, וכידוע פתגם כ"ק אדמו"ר (מוהרש"ב) נ"ע הבחינה בכגון דא (ראה יום יום כ"ג סיון ה'תש"ג).
המורם מהנ"ל שיתבונן אליבא דנפשי' מה עליו לפעול בעניני חב"ד באה"ק ת"ו, ויתחיל בהקדם בפעולות ממשיות בזה, ומהם היא גם ההשפעה על כל סביבתו, להסבירם שהדברים מכוונים לכל אחד מהם, ואין להאריך בדבר הפשוט, אף שלפעמים השוחד דענינים צדדים מעוור אפילו עיני פקחים, ויה"ר שבחוזר יבשר שנגש לפעולות בכל האמור ומתוך שמחה דוקא, והשי"ת יצליחו.

Shalom u'Vrachah!
In response to your letter from the 14th of Elul, in which you write about the idea of traveling here to study. My opinion on this is already known: there is much work to be done in the Chabad vineyard in Eretz Yisrael, may it be rebuilt and established, and unfortunately there is also much neglect. Each person who is present there must utilize all their strengths and abilities for this work until the verse 'the ruins and the destroyed places will be filled' is fulfilled, and every moment that passes without this is a loss that cannot be recovered. Who knows if there will be another opportunity like now? If this applies to everyone, how much more so regarding young people whose strength and energy are with them and who have not yet spent so much time in this world of falsehood—especially regarding you, who has seen good results from your efforts in proper education. Any thought that weakens or confuses you about this comes from an impure source, as is known from the saying of my revered father-in-law (the Rebbe Maharash), of blessed memory, regarding such matters (see Hayom Yom, 23 Sivan 5703).
The conclusion from all the above is that you should reflect deeply on what you must accomplish in Chabad matters in Eretz Yisrael and begin practical activities as soon as possible. Among these activities is also influencing your entire environment by explaining to them that these instructions apply to each one of them. There is no need to elaborate on something so obvious—even though sometimes the 'bribe' of side matters can blind even wise people. May it be G‑d's will that when you reply again you will report that you have begun these activities with joy specifically, and may Hashem grant you success.

Summary
The Rebbe teaches that one's efforts are urgently needed for Chabad education in Eretz Yisrael; leaving for study elsewhere weakens this vital mission. Young people especially should devote their energy locally and inspire others to do the same with joy.
