במענה על מכתבו מפני חג הפסח בו כותב שמקבל עליו ללמוד בהתמדה ובשקידה ולשמור סדרי הישיבה כאן (אף שלכאורה סותר את עצמו לתחלת מכתבו שמודה שאינו שומר סדרי לימוד הישיבה ובפרט בזמן האחרון כו' והרי חוששני שגם כשיסע משם יסע גם היצר הרע ובטח ימשיך בהסתות שלו גם אחרי זה, ואם בארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה, אינו משתדל נגדו כדבעי, הנה מה יהי' בחו"ל? וכבר נודע פסק הרמב"ם (הל' מלכים פ"ה) שאסור לצאת לחו"ל, וכשמתירים מפני תלמוד תורה, הרי צ"ל התלמוד באופן שהתורה אומרת שזהו ת"ת, בכל זה) אם באמת ובתמים והחלטה תקיפה ביותר יקיים את האמור, יכול להתחיל ההשתדלות בזה, והשי"ת ינחהו באופן הטוב לפניו בגשמיות וברוחניות גם יחד.

In response to your letter from before Pesach in which you write that you accept upon yourself to study diligently and persistently and to keep the yeshiva's schedule here (even though this seems to contradict the beginning of your letter where you admit that you are not keeping the yeshiva's study schedule, especially recently, etc., and I fear that even when you leave here, the yetzer hara will go with you and will certainly continue its provocations even after that. And if in Eretz Yisrael—which is under the constant watch of Hashem from the beginning of the year to its end—you are not striving against it as you should, then what will be in chutz la'aretz? And it is already known the ruling of the Rambam (Hilchos Melachim ch. 5) that it is forbidden to leave chutz la'aretz, and when permission is given for Torah study, it must be such a manner of study that Torah itself defines as true Torah study; all this considered), if you truly and sincerely with utmost determination fulfill what was said above, you may begin your efforts in this matter, and may Hashem guide you in a good way both materially and spiritually together.
