מאשר הנני קבלת רשימת חוזרי דא"ח בבתכ"נ מהזמן דשבת כי תבוא אל הארץ ועד פ' ויקחו לי תרומה ועד בכלל. ולפלא מספר המועט של החוזרים אפילו מבין התלמידים וביחוד וביותר מבין הנשואים. ונכון הי' שיתדברו ביניהם ויחקרו לסיבת הנ"ל וימצאו עצה איך לתקן המצב, היינו כפשוטו שיתרבה מספר החוזרים, וגודל הענין בזה אין צריך ביאור לדכוותייהו ורק לעוררם אשר גם על זה קאי מרז"ל יותר ממה שבעה"ב עושה עם העני וכו' וכנראה במוחש.
כן הי' מהנכון שיתיעצו מראש אודות המאמרים שחוזרים אותם ברבים שיהי' תוכנם קרוב להבנת השומעים, ועל כל האמור נאמר ותשועה ברוב יועץ.

I acknowledge receipt of the list of those who repeat Chassidus in the synagogues from the time of Shabbos Ki Savo until Parshas Veyikchu Li Terumah inclusive. It is surprising how few are involved in this, even among the students, and especially among the married men.
It would be proper for them to speak among themselves and investigate the reason for this situation and find a solution to improve it—simply put, to increase the number of those who repeat Chassidus. The greatness of this matter needs no explanation for people like yourselves; I only wish to remind you that regarding this our Sages say: "More than the householder does with the poor person..." and this is evident in practice.
It would also be appropriate to consult in advance about which maamarim are repeated publicly so that their content will be close to the understanding of the listeners. Regarding all that was said: "Salvation comes with much counsel."
