במענה על מכתבו מה' אדר והקודם לו בו כותב אודות השתתפותו באסיפת הרבנים שדנה ע"ד ביקורים בישובים החדשים לעוררם לתורה ולמצוותי'.
הנה לפלא ומצער מפני מה לא אמר בפירוש עכ"פ תוכן מכתבי אליו בזה ובפרט שעוררו אותו ושאלוהו עד"ז, כי עת רצון לא תמיד מן המוכן היא, אבל כבר אמרז"ל אין צועקין על העבר, ומה שמעיר אודות מכתב לאסיפת הרבנים, מובן אשר אין מקום לזה, כי אם בתור מענה על פני' רשמית ממארגני האסיפה, וגם אז בד"א אם לא יערבו עניני מפלגה וכו' וד"ל.
ולקראת ימי הפורים הבע"ל הנני בברכה לשמחת פורים אמיתית ופנימית עד דלא ידע בין ארור המן לברוך מרדכי וכמבואר בדא"ח הענין בפנימית, ע"מ להמשיכה למטה מעשרה טפחים.
בודאי למותר לעוררו להמשיך בביקורים הנ"ל וכן לעורר אחרים עד"ז. ובל"נ אבקש שישתתפו מהמגבית המיוחדת במחצית ההוצאות הקשורות בזה, אף שלנחיצות התאמת העבודה וריכוזה יהי' זה דרך קופת צאגו"ח, ומובן שיכול למסור זה רשמית בשמי.
דרך אגב: אפשר שבשיכון מעוז דר עתה הקצין משה בהרב שי'. וא"כ הוא - מטובו לפ"ש וגם להוסיף, שמובטחני שיסייע, וגם זוג' תחי', במטרות הביקור, מתאים לשיחתנו בהיותו בניו יארק וביקרני.

In response to your letter from the 5th of Adar and the previous one in which you wrote about your participation in the rabbis' gathering that discussed visiting new settlements to inspire them toward Torah and mitzvos: I am perplexed and saddened as to why you did not explicitly share at least the content of my letter to you on this matter—especially since you were prompted and asked about it. An opportune time is not always readily available. However, our Sages have said: "One does not cry out over what has already passed." As for your suggestion about sending a letter to the rabbis' gathering, it is understood that there is no place for this unless it is in response to an official request from the organizers of the gathering—and even then, only if party politics are not involved, etc., and this should suffice.
As we approach Purim, may you be blessed with a truly joyous and inward Purim—ad d'lo yada bein arur Haman l'baruch Mordechai (until one does not know between 'cursed is Haman' and 'blessed is Mordechai'), as explained in Chassidus regarding its inner meaning, with the intent to draw this down below ten handbreadths.
Certainly there is no need to remind you to continue these aforementioned visits and also encourage others likewise. Without making a vow, I will request that participants from the special fundraising campaign contribute half of the expenses related to this effort; however, for efficiency and coordination, this should be done through the Tzach fund. You may officially convey this in my name.
By the way: It is possible that in Shikun Ma'oz now resides Officer Moshe Behar. If so—please pass along regards and also add that I am confident he will assist (and his wife as well) with the goals of these visits, as we discussed when he was in New York and visited me.
