במענה על מכתבו מיום הראשון, ושאלתו, כשמרגיש האדם חשק לעסוק בצרכי צבור או בענין אחר שזכות הרבים תלוי בזה, באיזה אופן יברר אם החשק הוא לשם שמים או מצד פני' צדדית.
והנה:
א) ידוע שיחת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, שאף שפשוט שכל אחד צריך להיות ממארי דחושבנא בהנוגע למעשיו ודבוריו, בכל זה יש זמנים קבועים לעריכת החשבון, והוא כדוגמת בעל עסק שאם יהי' טרוד בעריכת החשבונות לעתים תכופות יותר, הנה לא לבד שלא תביא תועלת, אלא אדרבה תקח מזמנו ושימת לבבו שצריך להשתמש בהם להרחבת העסק ושכלולו, ולפעמים גם תמנע אותו מלעסוק בזה ככל הדרוש מפני שהחשבון בזמן קצר אינו מתאים. - וככל הדברים האלו הוא גם בהנוגע לעריכת חשבון בעבודת השם ע"י האדם, שיש לזה זמנים קבועים בשנה וכמו בעשי"ת ועד"ז בער"ח יוכ"פ קטן וכו'.
ב) ידוע פתגם כ"ק אדמו"ר (מוהרש"ב) אביו של כ"ק מו"ח אדמו"ר - זצוקללה"ה נבג"מ זי"ע, אשר אבן הבוחן במקום הספק מאיזה צד באה מחשבה מסוימה או חשק מסוים, הוא, לראות אם מונעים הם מפעולה טובה, הרי קרוב הדבר לודאי שמקורם בלתי טהור.
ג) ידוע מאמר הספרי (פ' תצא כט, יט) אשר בצדקה, הרי מי שאבד סלע ומצאו עני, זכות מצות הצדקה לבעל הסלע, אף שלא כיוון ולא רצה ולא ידע כו', ומובן אשר כן הוא בצדקה ע"י עסקנות בצרכי צבור, סיוע לחבירו בעניני תורה ומצות וכיו"ב.
שמכל זה מובן אשר יסיח דעתו מהמחשבות המונעות אותו מלהביא בפועל רצונו לזכות את הרבים ע"י עסקנות בצרכי צבור מסוימים ויעסוק בזה והשי"ת יצליחו, וכמרז"ל אדם מקדש א"ע מעט למטה - וקידוש בנ"י הוא על ידי מעשה המצות, וכנוסח ברכת המצות, אשר קדשנו במצותיו - מקדשין אותו הרבה מלמעלה.
תקותי שלומד בכל יום גם בתורת החסידות, והשי"ת יצליחו לבשר טוב בכל האמור.

In response to your letter from Sunday and your question: When a person feels a desire to engage in communal needs or another matter where the merit of the many depends on it, how can one determine if this desire is for the sake of Heaven or due to some ulterior motive?
a) It is known from the talk of my father-in-law, the Rebbe zatzal, that although it is obvious everyone must be among those who regularly take account of their actions and words, there are set times for making such an accounting. This is like a businessman: if he is preoccupied with calculations too frequently, not only will it not help, but on the contrary—it will take away from his time and attention that should be used to expand and improve his business. Sometimes it may even prevent him from engaging in it as needed because frequent accounting is not appropriate. Similarly, making an accounting in one's service of Hashem has set times during the year—such as during the Ten Days of Repentance or on Erev Rosh Chodesh (Yom Kippur Katan), etc.
b) It is known from the saying of my father-in-law's father (the Rebbe Maharash), that the litmus test when in doubt about the source of a particular thought or desire is this: if these thoughts prevent one from doing something good, it is almost certain their source is impure.
c) It is known from Sifri (Parshas Ki Seitzei 29:19) regarding tzedakah: if someone loses a coin and a poor person finds it, the mitzvah of tzedakah belongs to the owner of the coin—even though he did not intend, want, or know about it. The same applies to tzedakah through involvement in communal needs or helping another with Torah and mitzvos matters. From all this it is understood that one should dismiss thoughts that prevent him from actualizing his desire to benefit the many through involvement in specific communal needs and should proceed with it—and may Hashem grant him success. As our Sages say: "A person sanctifies himself a little below—and he is sanctified greatly above." The sanctification of Israel comes through performing mitzvos—as we say in the blessing over mitzvos: "Who has sanctified us with His commandments"—He sanctifies us greatly from Above.

Summary
The Rebbe teaches that self-examination has its proper time; doubts that prevent good deeds likely stem from impure motives; and even unintended merit in communal work counts greatly—so one should act positively and trust in Hashem's help.
