Shalom u'Vrachah!
Your letter was received some time ago, in which you write about what you proposed at the Aguch meeting regarding the necessity that every one of the leaders and elders of Anash visit the settlements of Bnei Yisrael, etc. Your letter was one of the factors that led me to write to Aguch some time ago.
...In our country in earlier times, when there was actual danger to life and concealment and hiding—even among the observant to a sharp degree—people still engaged in this work without regard for those dangers. And when they came to the land where "the eyes of Hashem are upon it from the beginning of the year to its end," and with Divine assistance the opposition from those who were previously opponents among the observant has greatly diminished or become negligible—not only is there no danger, but on the contrary, there are aspects that even in the eyes of those with understanding are considered good—yet specifically now, effort and enthusiasm have diminished more and more over time. This should be understood well.
It is already known how we interpret the confession "for the sin we have sinned before You with our evil inclination": there are things that even the yetzer hara cannot find an explanation or boldness to incite a Jew to behave in such a way, so through various tricks he provokes him. This should be understood well.
It is understood that what was said above is not directed at any individual person but rather at most of Anash's leaders and elders—and therefore also applies to each one of them.
Regarding your notification about your son David's wedding—let me repeat my blessing: May it be for good mazal, mazal tov, at an auspicious and successful time, and may it be an everlasting edifice founded on Torah and mitzvah as illuminated by the light within Torah—that is, Chassidus.
With blessings of mazal tov, mazal tov.
Summary
The Rebbe teaches that leaders must not let comfort or lack of opposition diminish their commitment to visiting and uplifting Jewish communities. Even when obstacles disappear, continued effort is essential for communal growth and spiritual vitality.
