במענה על מכתבו מבלי הוראת זמן הכתיבה:
במ"ש שאני אמחול על מה שלא השתתף בבחירות. הנה פשיטא שאין זה ענין פרטי שלי עאכו"כ קפידא שלי, אלא כמו שכתבתי וגם פרסמתי דעתי ברבים שברור הדבר שכל מי שיש לו הרשות להשתתף בבחירות (היינו שלקח תעודת זהות ומשלם מסים בהמדינה, ועוזר בשאר הענינים שלה, כי ירא הוא שמא יאסרו אותו או שלא תהי' הנוחיות שלה הורגל וכמו שירות המים ולא ממימי הבאר, וכיו"ב), הרי מחויב הוא עאכו"כ להשתתף בבחירות שאין בזה כל סיוע לאיזה משרד שהוא ומיעוט קול אחד ברשימה היותר חרדית, מגביר החשיבות הערכית של רשימות המנגדים על ה' ותורתו...

In response to your letter without a date of writing: Regarding what you wrote that I should forgive you for not participating in the elections.
It is obvious that this is not my personal matter, certainly not my personal grievance. As I have written and also publicized my opinion publicly, it is clear that anyone who has the right to participate in the elections (meaning he took an identity card and pays taxes in the state, and helps with its other matters because he fears they might prohibit him or he will lose his accustomed conveniences like water service instead of well water, etc.), is all the more so obligated to participate in the elections. There is no assistance here to any office whatsoever, but even one less vote for the most observant list increases the value of those lists opposing G‑d and His Torah...

Summary
The Rebbe teaches that participating in elections is a communal obligation for those eligible. Abstaining from voting does not help avoid responsibility; rather, it strengthens opposition to Torah values. One must use their civic rights to support Torah-true candidates.
