במענה על מכתבו מט"ו בטבת. נהניתי ממה שכותב אודות פעולותיהם הטובות בהחזקת לימוד התורה והפצתה, ובפרט בין הנוער, אשר בדורנו זה הוא אחד הענינים הכי חיונים ונוגע לקיום כללות אומתנו, ובודאי יסדרו לימוד הלכות הצריכות לדעתם בחיי היום יומים בכל השיעורים שנתיסדו על ידם, לימוד עכ"פ זמן קצר בכל פעם, אבל שיהי' בקביעות, כי הרי זה כל האדם את האלקים ירא ואת מצותיו שמור ולא המדרש הוא העיקר אלא המעשה עיקר, נוסף על מה שרואים בחוש שעל ידי הקביעות נחקקו הידיעות בנפש הלומד ושומע והשי"ת יצליחם.
תקותי אשר הרה"ג הרה"ח אי"א נו"נ עוסק בצ"צ איש רב פעלים כו' הרב"א שי' גאראדעצקי, שהוא עתה במרוקה יבוא עמהם בקישורי דברים ויתדברו גם כן בהנוגע להענינים אודותם כותב במכתבו זה.
והשי"ת יעזור אותו וחבירו בעבודה בקדש, להחדיר בשומעי לקחם והמושפעים שלהם את התורה ואת המצוה, תורת אלקים חיים ומצותיו לעשותם בפועל ולהמשיך על ידם תוספת ברכה בגשם וברוח.

In response to your letter from the 15th of Teves.
I was pleased to read about your good activities in supporting and spreading Torah study, especially among the youth. In our generation, this is one of the most vital matters and concerns the very existence of our entire nation. Certainly, you will arrange for the study of those halachos necessary for daily life in all the classes you have established—at least a short time each session, but with consistency. For this is the whole purpose of man: "Et HaElokim Yira v'et Mitzvotav Shmor" (Fear G‑d and keep His commandments), and "Lo HaMidrash Hu HaIkar Ela HaMa'aseh Ikar" (It is not study that is primary but action). Additionally, it is evident that through consistency, knowledge becomes engraved in the soul of the learner and listener. May Hashem grant you success.
I hope that Haraha"g Haraha"ch iy"a nu"n oseik b'tzt"z ish rav pe'alim etc. Harav'a Garadetski, who is now in Morocco, will connect with you and discuss these matters mentioned in your letter as well.
May Hashem help you and your colleague in your holy work—to instill in your listeners and those influenced by you both Torah and mitzvah: the Torah of the living G‑d and His commandments to fulfill them in practice—and thereby draw down increased blessing both materially and spiritually.
