בטח ראה המועתק ב"היום יום" יא ניסן בענין הנהגה ביום הולדת.
ובמלאת לו עשרים שנה שהוא ענין מוחין דאבא (ראה לקו"ת במדבר ד"ה מבן עשרים) מהראוי שיתחיל בל"נ להניח תפילין דר"ת.
ובודאי אומר בכל יום בל"נ דעם רבינ'ס קאפ' תהלים שהוא עתה קאפ. עא.

In response to your letter: May it be G‑d's will that you be a fitting vessel so that all the blessings with which my revered father-in-law, the Rebbe hk"m, blessed you will be fulfilled in their entirety both materially and spiritually.
Surely you have seen what is quoted in Hayom Yom for 11 Nissan regarding conduct on one's birthday. As you are now turning twenty years old—which is connected to mochin d'abba (see Likkutei Torah Bamidbar, discourse beginning "MiBen Esrim")—it is appropriate that you begin, without making a vow, to put on Tefillin d'Rabbeinu Tam.
And surely you say every day—again without making a vow—the daily portion of Tehillim with the Rebbe's kapitel, which is now Kapitel 71.
