ועתה בפרט אחרי שמלאו לו י"ט שנה ומתחלת שנת העשרים, הרי זהו זמן ההכנה להשגת אותן המעלות דבן עשרים שנה הנזכרות בדא"ח (לקו"ת במדבר ד"ה מבן עשרים) .

In response to your letter: May it be G‑d's will that you be a fitting vessel so that all the blessings given to you by my revered father-in-law, the Rebbe hk"m, will be fulfilled in you in both material and spiritual matters.
And now, especially after you have completed nineteen years and are beginning your twentieth year, this is a time of preparation for attaining those qualities of a twenty-year-old mentioned in Chassidus (Likkutei Torah Bamidbar, discourse beginning "MiBen Esrim").
