במענה על מכתבו בענין חינוך הילדים העולים עתה לאה"ק ת"ו, הנה יושבים על מדוכה זו כאן כמה חדשים, היו אסיפות אצל כ"ק מו"ח אדמו"ר שליט"א וכו' וכו' ובנוגע לפעולות אגו"ח בזה, מה שנלפע"ד - בכלל נצרכים לפתרון שאלה הנ"ל: בתים, מדריכים ומנהלים (ובעיקר איש שיהי' אחראי לכל מפעל זה), ממון להוצאות.
והנה, כמו בכל ענין שהכוונה בו שיהי' בר קיימא, מהנכון להתחיל בזעיר אנפין, היינו איזה עשיריות ילדים וילדות, ובמשך העבודה עצמה יראו באיזה אופן יש להרחיב ולהגדיל.
אבל גם להתחלה כזו דרושים כהנ"ל. והשאלה היא: היש אצלם איש המתאים וגם רוצה להתעסק באחריות בכל הנ"ל (כמובן ע"מ לקבל פרס ע"ד המיצוע), היש אצלם מדריכים מתאימים, היש ברשותם בית מוכן או כזה הדורש רק שיפור ותקונים קטנים.
ואז נמציא את ההוצאות הדרושות לשבועות הראשונים מכאן, ומדגיש אני "הראשונים", כי ע"פ השיחות שהיו פה עם כמה מהעסקנים האחראים בא"י - הנה מוסד חינוך אשר מנהליו יהיו כדבעי למיהוי, ברור אשר מחלקת עלית הנוער וכיו"ב יתנו ע"ח כל ילד וילדה תמיכתם הקצובה וקרוב לודאי שיקציבו סכום לבדק הבית. ומובן שהתחלה הנ"ל צריכה להעשות עם ילדים מגיל המתאים לתכנית עלית הנוער, הנמצאים במחנות המעבר.
ע"ד גודל ערך העבודה הנ"ל בכלל, וגודל התפארת שאפשר להיות בזה לאגו"ח האריכות אך למותר וכן אין ספק, אשר זהו כר נרחב להתפשטות ולתועליות בלתי צפויות מראש,
אם רק תתנהל העבודה ע"י איש מתאים ומסור לזה.
הצעתו שיתחילו מאה"ק בעריכת מגבית לצורך עבודה הנ"ל, שיקבלו מכתבים מהרבנות הראשית וכו' - הנה מלבד שזהו בכלל דרך ארוכה וארוכה, הרי התנאים לעשית מגביות הולכים וכבדים ביותר מיום ליום, אפילו המגביות המיוסדות מאז ומקדם הורע מצבם ומתאבקים על קיומם, התחלת עריכת מגבית שוללת האפשריות לקבלת תמיכה ממוסדות. ועוד, והוא העיקר: מי הוא מאנ"ש מסוגל ומנוסה בענין אוסף ממון?!

In response to your letter regarding the education of children now immigrating to Eretz HaKodesh (the Holy Land), this issue has been deliberated here for several months. There have been gatherings with my father-in-law, the Rebbe shlita, and regarding Aguch's activities in this matter, in my opinion: In general, to solve the above question, there is a need for homes, counselors and directors (primarily a person who will be responsible for the entire project), and funds for expenses.
As with any matter intended to be lasting, it is proper to begin on a small scale—meaning several tens of boys and girls—and through the work itself one will see how to expand and grow. But even such a beginning requires all the above. The question is: Do they have a suitable person who also wants to take responsibility for all this (of course with appropriate compensation), do they have suitable counselors, do they have a ready house or one that only needs minor improvements? If so, we will provide the necessary expenses for the first weeks from here. I emphasize "the first," because according to conversations held here with some of those responsible in Eretz Yisrael—a properly managed educational institution will certainly receive regular support per child from Aliyat HaNoar and similar organizations, and it is likely they will allocate funds for maintenance as well.
It is understood that such a beginning should be made with children of an age suitable for Aliyat HaNoar's program who are currently in transit camps. Regarding the great value of this work in general and the honor it can bring Aguch—there is no need to elaborate. It is certain that this offers broad opportunities for expansion and unforeseen benefits if only it is managed by a fitting and dedicated individual.
Your suggestion to begin from Eretz Yisrael by organizing a fundraising campaign for this work—receiving letters from the Chief Rabbinate etc.—besides being a very long process, conditions for fundraising are becoming increasingly difficult daily; even established campaigns are struggling. Beginning with fundraising eliminates the possibility of receiving institutional support. Most importantly: Who among Anash is capable and experienced in fundraising?
I conclude with regards as usual and await your response on all the above.
