א) איך נוהגין כשניעור כל הלילה באמירת ברכות ענט"י ואלקי נשמה - הוראה לרבים שא"א וכמש"כ בס' אדה"ז. ומובן שאפשר לשמוע ממי שישן (הוראה בחשאי - לאומרם. כן שמעתי מכ"ק מו"ח אד"ש).
ב) אם קורין בתורה כשמתפללים בצבור אף אם כבר שמעו קרה"ת - מעולם לא שמעתי ולא ראיתי שינהגו כן.

In response to your letter from the 25th of Elul.
a) Regarding the practice when one stays awake all night: about reciting the blessings of Al Netilas Yadayim and Elokai Neshamah—this is an instruction for the public that it is not possible (to say them), as written in the sefer of Admur HaZaken. It is understood that one can hear them from someone who slept (this is a discreet instruction—to say them. This I heard from my father-in-law, the Rebbe).
b) If one reads from the Torah when praying with a congregation even if they have already heard the Torah reading—never have I heard or seen such a practice.
