נדבתו בסך שמונה עשר דאלאר אשר מסר על דעתי הגיעתני ע"י ידידנו הנכבד והנעלה עוסק בצרכי צבור באמונה ובעל מדות תרומיות אי"א התמים ר' יהודה לייב שי' הורביץ, ומסרתי הכסף ל"מחנה ישראל" להקופה המיוחדת להוצאות קנית תפילין לאנשי צבא, ומוסג"פ קבלה.
מקום חשוב בעבודת "מחנה ישראל" תופסת עבודת התעמולה ע"ד הנחת תפילין בין נדחי עמנו בכלל, ואנשי הצבא בפרט, ובע"ה הצליחה העבודה ורבים מאלה שזה שנים רבות אשר לא הניחו תפילין, ואולי לא הניחו כלל מימיהם, התחילו כעת לקיים מצוה גדולה זו,
וכדי להקל הנסיון לאלה להשיג הסכמתם להניח תפילין, ניתן להם תפילין מ"מחנה ישראל" חנם או במחיר קטן וכפי רצון כאו"א, ובפרט לאנשי הצבא, שנשלחים התפילין במתנה
אגב בטח יענין אותו לדעת כי בנוגע לאנשי צבא, משתדלים אנו לחזק את רוחם ואמונתם ע"י ספרים וחוברות שונים ששולחים אנו מזמן לזמן חנם לכל אנשי הצבא אשר כתבותיהם ידועה לנו.
לדוגמא מצרפים אנו בזה את המעסעדזש מכ"ק מו"ח אדמו"ר שליט"א לחילים אשר נתחלק כבר לאלפים וגם מכתב ע"ד תפילין, ובאם מעונין כמ"ע שנשלח גם את מי ממיודעיו החילים על רשימתנו, נשלח להלן גם להם את החוברות השונות.
ומדי דברי ע"ד תפילין אציע לפניו, שאחר שזכה להיות מן התומכים בכספו להוצאות קנית תפילין, ילך בזה מחיל אל חיל, ואף שטרוד הוא יתענין להתדבר עם מכיריו אשר דבר ה' נגע ללבם, ויתחילו בעמולה מסודרת בעירו בענין הנחת תפילין, ובטח שדבריהם היוצאים מן הלב יכנסו אל לב השומעים, ויעלה בע"ה בידיהם להיות מן המזכים את הרבים ברוחניות - היינו הנחת תפילין, ובגשמיות - השמירה הבאה בעקבות קיום המצוה, וידוע מ"ש הרמב"ם בזה (הל' תשובה פ"י ה"א) שעמי הארץ והנשים והקטנים מחנכין אותן לעבוד מיראה עד שתרבה דעתן ויעבדו מאהבה וביאר שם שהעובד מיראה כוונתו בזה העובד ע"מ שיקבל כל הברכות הבאות בשכר המצות.

Your donation of eighteen dollars, which you gave through our esteemed friend who is dedicated to communal needs and possesses fine character traits, Iy"a HaTamim Reb Yehuda Leib Horowitz, has reached me. I have given the money to "Machane Yisrael," to the special fund for purchasing tefillin for soldiers, and a receipt is enclosed.
A significant part of Machane Yisrael's work is promoting the laying of tefillin among our dispersed people in general, and especially among soldiers. With G‑d's help, this work has succeeded: many who have not put on tefillin for years—or perhaps ever—have now begun to fulfill this great mitzvah. To make it easier for them to agree to lay tefillin, we provide them with tefillin from Machane Yisrael either free or at a minimal price according to each person's wish, especially for soldiers, to whom the tefillin are sent as a gift.
It will surely interest you to know that regarding soldiers, we also strive to strengthen their spirit and faith by sending various books and pamphlets free of charge from time to time to all soldiers whose addresses we know. For example, we are enclosing here the message from my father-in-law, the Rebbe shlita, to soldiers—which has already been distributed to thousands—as well as a letter about tefillin. If you wish that any of your acquaintances who are soldiers be added to our list, we will also send them these various pamphlets.
As I mention tefillin, I suggest that since you have merited being among those who support the purchase of tefillin with your money, you should continue advancing in this area. Even though you are busy, take an interest in speaking with acquaintances whose hearts have been touched by the word of G‑d and begin an organized campaign in your city regarding laying tefillin. Surely words that come from the heart will enter the hearts of listeners. With G‑d's help you will succeed in being among those who bring merit to the many—spiritually (the mitzvah of laying tefillin) and physically (the protection that comes as a result of fulfilling this mitzvah). It is known what Rambam writes about this (Hilchot Teshuvah 10:1): that simple people, women, and children are educated to serve out of awe until their knowledge increases and they serve out of love; he explains there that one who serves out of awe does so with the intention of receiving all blessings that come as reward for mitzvot.
