... הצעתי, שיהי' השם של האגודות אחד, היינו
אגודת חסידי חב"ד בארצנו הקדושה ת"ו
- ובשורה שתחת זו -
צעירי אגודת חב"ד בארצנו הקדושה ת"ו
ב) הנהלת אגו"ח כלפי פנים, נשארה כמו עד עתה, אלא, כמו שכתבתי זה מכבר, שראוי לצרף עוד ב"כ אחד מהצעירים - ועד עתה לא נעשה בזה דבר - הנה על הצעירים לבחור בהקדם האפשרי ב"כ שני משלהם - נוסף על הב"כ שיש להם עתה בהנהלת אגו"ח.
החברות באגודה הנ"ל תהי' אחת בשביל כולם, היינו - אם ידפיסו כרטיס-חבר ועוד כיו"ב, הנה יהי' בהכרטיס רשום ב' השמות הנ"ל. אלא שיש להוסיף בתוך שאר הידיעות, גם סעיף המבאר שייכותו לצעירי אגו"ח.
ג) כנהוג בכל העולם, הנה כדאי להנהיג באגו"ח וצעירי אגו"ח, הענין דמס חבר, ובמשך זמן הראשון, היינו בערך שלשה חדשים, יחלקו ההכנסה שוה בשוה בין אגו"ח וצעירי אגו"ח, ואחרי זמן זה יהי' ברשותם לשנות החלוקה, בהסכם שני הצדדים מתאים לההוצאות שיהיו לאגו"ח וצאגו"ח, במשך ג' חדשים אלו.
הערה: יש לשער שההכנסה ממס חבר לחוד, לא תספיק לכל ההוצאות הדרושות, ובפרט שיש להקטין גודל מס זה, עד כמה שאפשר, בכדי לאפשר להכנס לאגודתינו כל השייכים אלי', ולכן יש להטיל מס על מוסדות דליובאוויטש אשר באה"ק ת"ו, שכל מוסד ומוסד יפריש מהכנסתו, אם סכום מסוים, או, יותר טוב, אחוזים מסוימים, לקופה המשותפת דאגו"ח וצאגו"ח, כיון שעבודת הנ"ל מסייעת ועוזרת לכל המוסדות הנ"ל.
ד) בכל הענינים השייכים למו"מ כלפי חוץ, וכמו עם ב"כ הסוכנות והשרים השונים וכו', הנה זה מוטל ביחוד על אגודת חב"ד. אלא שבענינים המתאימים, יש לצרף ג"כ אחד מב"כ הצעירים הנכנסים בהנהלת אגו"ח וצאגו"ח.
ה) ארגון הפצת דא"ח בבתי כנסיות שונים וישיבות שונות, ובכלל בין חוגי אנשים שונים באה"ק ת"ו, הנה זוהי עבודה שדורשת טלטול ממקום למקום השתדלות ומרץ מיוחד וכו', שנכנס זה בתפקיד צעירי אגו"ח, אלא שבהנהגת הנ"ל יהי' בועד המארגן, ב"כ מהנהלת אגודת חב"ד.
ו) בנוגע להדפסת דא"ח, במקום שנצרך להורות שם המדפיס, יהי' כתוב ג"כ כנ"ל, אגו"ח באה"ק ת"ו, צעירי אגו"ח באה"ק ת"ו.
תקותי שידונו ע"ד הצעות הנ"ל בהקדם היותר אפשרי, ויודיעוני ההחלטות.
ויה"ר שההתקשרות של כאו"א מאתנו לנשיאנו הק' תפעול שליטת המוח על הלב ... ונזכה כולנו למלאות שליחותינו בעלמא דין מתוך מנוחת הנפש ושמחת לבב.

...I suggested that the name of the organizations should be unified: Agudas Chassidei Chabad in our Holy Land, and on the line below—Tzeirei Agudas Chabad in our Holy Land.
b) The internal management of Aguch will remain as it has been until now. However, as I have previously written, it is appropriate to add another representative from the youth—and until now nothing has been done about this. Therefore, the youth should select as soon as possible a second representative from among themselves—in addition to the one they currently have in Aguch's management. Membership in the above-mentioned organization will be unified for everyone; that is, if they print a membership card or similar items, both names mentioned above will appear on the card. However, among the other details there should also be a section explaining his affiliation with Tzeirei Aguch.
c) As is customary worldwide, it is advisable to institute within Aguch and Tzeirei Aguch the matter of a membership fee. For approximately the first three months, the income should be divided equally between Aguch and Tzeirei Aguch. After this period, they may change the division by mutual agreement according to each organization's expenses during these three months. Note: It is likely that income from membership fees alone will not suffice for all necessary expenses—especially since this fee should be kept as low as possible to enable all those connected to our organization to join. Therefore, a levy should be imposed on Lubavitch institutions in Eretz Yisrael so that each institution allocates from its income—either a set amount or preferably a certain percentage—to the joint fund of Aguch and Tzeirei Aguch since their work benefits all these institutions.
d) All matters involving negotiations with outside parties (such as with agency representatives or various ministers) are specifically assigned to Agudas Chabad. However, where appropriate, one of the youth representatives who has joined the management of both Aguch and Tzeirei Aguch should also participate.
e) Organizing dissemination of Chassidus in various synagogues and yeshivas—and generally among different circles in Eretz Yisrael—is work that requires travel from place to place, special effort and energy, etc., which falls under Tzeirei Aguch's role. However, in managing this work there should be an organizing committee including a representative from Agudas Chabad's management.
f) Regarding printing Chassidus: wherever it is necessary to indicate who printed it, it should state as above: Aguch in Eretz Yisrael; Tzeirei Aguch in Eretz Yisrael.
I hope these proposals will be discussed at the earliest possible opportunity and that I will be informed of your decisions. May it be G‑d's will that each of us strengthens our bond with our holy Rebbe so that intellect rules over emotion...and may we all merit to fulfill our mission in this world with peace of mind and joy of heart.
