והרי הימים ימי סגולה, כדברי רבנו הזקן, אשר בחודש אלול מלך מלכי המלכים הקדוש ברוך הוא הוא בדוגמת מלך שקודם בואו לעיר יוצאין אנשי העיר לקראתו ומקבלין פניו בשדה ואז רשאין כל מי שרוצה להקביל פניו והוא מקבל את כולם בסבר פנים יפות ומראה פנים שוחקות לכולם כו' (לקוטי תורה, פ' ראה, דף לב).

Shalom u'Vrachah!
In addition to what I have written to several of them privately, I am now addressing this general letter to all of you together, for the merit of the many is great in general—and especially when many unite together in a matter of goodness and holiness, particularly in the Holy Land and its settlement. I am sending to each one of you and all together my wishes, prayers, and blessings that your settling and inhabiting Nachalas Har Chabad should be at an auspicious and successful time in every detail—both materially and spiritually. May your organization in Nachalas Har Chabad be fitting to its name (for a name is significant), so that you will come to rest and inheritance, with all matters disturbing peace of mind and body nullified. With joy and gladness of heart may you go from strength to strength on the holy mountain—in our holy Torah, its understanding and comprehension with Chabad (intellect) within the soul—and in a manner where learning leads to action: fulfillment of its mitzvos with beauty.
As stated—these words are directed to those settling in Nachalas Har Chabad: both those who have already settled and those who will do so in the future.
Now is an auspicious time, as our master the Alter Rebbe says: In the month of Elul, Melech Malchei HaMelachim HaKadosh Baruch Hu (the King of kings, the Holy One blessed be He) is like a king before entering his city—the people go out to greet him in the field; then anyone who wishes may approach him, and he receives everyone with a pleasant countenance and shows a smiling face to all (Likkutei Torah Parshas Re'eh p. 32).
With blessings for success in all mentioned above—great success—and for being inscribed and sealed for a good and sweet year, with good tidings in everything.
