הנני מאשר בתודה רבה קבלת מכתבו מיום כ"ה באייר, עם המצ"ב.
מובן שהרעיון על דבר יצירת תעסוקה הוא נכון מאד, רעיון מופלג. וכמובן שצדק שהדבר תלוי באם ימצאו אנשי חב"ד שהם פנויים, על כל פנים במידה חשובה, מעסקנות ציבורית אחרת וכו'.
ולכן לכל לראש יש לברר המצב בנוגע לבעי' זו, אשר בכלל קשה הוא, שהרי מחסור גדול מורגש בכח אדם, ובפרט בתקופה הכי אחרונה שדרושה שימת לב מיוחדת מאנשי חב"ד בקשר עם צרכי העולים (הכי חדשים ודי לחכימא ברמיזא).
בכל זה מובן שבהתאם לגודל חשיבות הרעיון יש להתענין ולהתבונן בו, ותקותי חזקה אשר כ' ימשיך לגלות פעילות בכיוון זה וכיוצא בזה ועוד ביתר שאת, ות"ח ת"ח על העבר ועל להבא.

לאנ"ש שיחיו בזה, שיתיעצו כולם יחד, מובן באופן חשאי ולכן במספר מצומצם של משתתפים, מטעמים מובנים, ואז ידונו בבעי' האמורה לפרטי', וזכות הרבים מסייעתם לדיון ולבירור טוב.

מהעתק מענה כ"ק אדמו"ר שליט"א למר ש"ז שי' מסחרי המצו"ב, יבינו מה היתה פניתו והצעתו, אף כי בטח כבר בא בדברים עמהם עוד קודם קבלת מכתב זה.
ובודאי למותר לכתוב אשר לאור הקישויים והסתבכויות בסידור העולים החדשים בנחלת הר חב"ד וכו' וכו' ידונו קודם להתיעצות עם מר מסחרי ביניהם לבין עצמם על דבר האפשריות בזה, אפשריות מתאימה להוציאה בפועל. וכן להתיעץ ביניהם על דבר אופן הדיבור עם מר מסחרי, וד"ל.
כן כמובן דרוש שבפגישה עם הנ"ל לא יהי' ניכר פירוד הלבבות שבין אנ"ש, ודי מה שכבר ראה והבחין וכו' וד"ל.

Shalom u'Vrachah! I hereby gratefully acknowledge receipt of your letter from the 25th of Iyar, along with the attached information. It is clear that the idea of creating employment is very correct—a lofty idea. And it is obvious that you are right that this depends on whether there are Chabad members who are available, at least to a significant degree, from other communal activities, etc. Therefore, first and foremost, one must clarify the situation regarding this issue, which in general is difficult since there is a great shortage of manpower—especially in the most recent period which requires special attention from Chabad members in connection with the needs of new immigrants (the very newest ones—and a hint suffices for the wise). Nevertheless, it is understood that according to the great importance of this idea one must take an interest in it and contemplate it. My strong hope is that you will continue to show activity in this direction and similar matters—and even more so—and regret neither past nor future efforts.
In response to your question on this matter: my suggestion (and I am also writing this to our people regarding this) is that everyone should consult together—obviously in a discreet manner and therefore with a limited number of participants for understandable reasons—and then discuss this issue in detail. The merit of the many will assist them for a good discussion and clarification.

From a copy of the response of Kvod Kedushat Admor shlita to Mr. Sh.Z., businessman—the above-mentioned—they will understand what his request and proposal were, even though he has surely already spoken with them before receiving this letter. And certainly it goes without saying that given all the difficulties and complications in arranging for new immigrants in Nachalat Har Chabad etc., they should first discuss among themselves—before consulting with Mr. Mischar—about whether it is feasible to implement this appropriately. They should also consult among themselves about how to speak with Mr. Mischar, etc. Also, obviously at their meeting with him there should not be any visible division among Anash; it suffices what he has already seen and noticed etc., etc.
As customary with confidential letters: please return this letter to the Secretariat after reading and reviewing it.
