אין ליסד משרד כי ישנם די והותר. להפיץ השיחות אין מוגהות ומחוץ לת' תו"ת יכולות השגיאות שייחס[ו]ם אלי למרות כל ההצהרות בזה - להביא לתוצאות בלתי רצויות.

There is no need to establish an office, as there are already enough. Distributing sichos that are not edited—and outside of Tomchei Temimim—could result in errors being attributed to me, despite all declarations on this matter, leading to undesirable outcomes. This should be understood. This is not the case with the books of our Rebbeim that are published; in addition to their holiness and absolute truth—which is ultimately the main point—they are also edited, etc.
The same applies regarding editing talks, 'Talks,' 'Yiddishe Heim,' etc., from transcripts, and this is directed to the shadar (emissary) Rabbi Ben Tzion Shem-Tov. Additional letters to him can be found above in section 19 Zheret and as referenced in the notes there.
To establish an office: for distributing the Rebbe's sichos. Following this, the 'Committee for Distributing Sichos' was established.
