יקוים בכאו"א, בתוככי כלל ישראל, כמו שהי' בימים ההם בזמן הזה, וכמו שנאמר ליהודים היתה אורה ושמחה וששון ויקר, כפשוטו של מקרא וכדרשת חז"ל: אורה זו תורה ושמחה זה יו"ט כו'.

I acknowledge receipt of your letter, and as we stand just a few days before Purim—and especially in light of the words of our Sages in their Mishnah: "The Megillah is read on the 11th... up to the 15th"—for from the eleventh of Adar, it is already considered the time of Purim, or even Purim itself. May this be fulfilled in every individual, within all of Israel, just as it was "in those days at this time," as it is written: "LaYehudim Hayta Ora v'Simcha v'Sasson v'Yikar" (For the Jews there was light and joy and gladness and honor) (Esther 8:16), in its literal sense and as our Sages interpret: "Ora—this is Torah; Simcha—this is Yom Tov," etc.
With blessings for good news and a joyous Purim, and for activities in Torah and mitzvos and spreading the light of Torah.
Summary
The Rebbe teaches that the spiritual energy of Purim begins from the eleventh of Adar. He encourages us to experience true joy through Torah and mitzvos, wishing that every Jew merits both physical and spiritual light as in the original miracle.
