It seems from your letter that whichever decision you make will be accepted by the community (although this is somewhat surprising, as usually they also have an opinion in such matters).

Given the situation and potential changes that may arise, it is clear that it is not advisable to delay action on this matter for a long time. Therefore, if it is still not certain who will support your sister—then one of the sons should take the aforementioned position. Of course, this must be with the agreement of his wife.
