בזה הנני ממלא את ידו של הרה"ג והרה"ח הוו"ח אי"א נו"מ עוסק בצרכי צבור באמונה ונאמן בית וכו' מוהר"ר אלי' שי' סימפסאן, אשר יבקר את מושבות אחב"י יחיו, למסור להם פרישת ודרישת שלום בשמי ולהביא מהם פ"ש, להודע על מצב היהדות ומעמד מוסדות התורה והחינוך במחנם הט', ולעורר על דבר הדורש תיקון וחיזוק מתאים לרוח ישראל סבא, וכן לבאר מצב מוסדותינו במדינה זו, בארצנו הקדושה ת"ו, באירופא ואפריקא.
ונשען על הכתוב אני ישנה ולבי ער, ועל פי דרז"ל אשר אף בגלותא לב ישראל ער הוא לכל דבר טוב, ואין טוב אלא תורה מצות ומעשים טובים, הנה בודאי יסייעו בידו למלאות דבר השליחות פועל, וכן בהנוגע לחיזוק מוסדותינו במקומות הנ"ל.
והשי"ת יזכה את כל אחד מאתנו כולנו, למלאות תפקידו בעלמא דין על ידי שיאיר את סביבתו וחלקו בעולם באור ומאור אהבת השם אהבת התורה ואהבת ישראל.

To the esteemed rabbis and scholars, each in his camp and congregation. To the community activists raising the banner of Torah and Judaism in the spirit of Israel Saba. And to all our Jewish brethren who love Torah and mitzvah everywhere—may G‑d be upon them for life—Shalom u'Vrachah!
With this I hereby empower Haraha"g vaharaha"ch vavac"h iy"a nu"m who is involved in communal needs with faithfulness and is a trusted householder etc., Moreinu HaRav Reb Eliyahu Simpson, who will visit the settlements of our Jewish brethren to convey my personal greetings and inquire after their welfare on my behalf, as well as to bring back their greetings; to report on the state of Judaism and the status of Torah and educational institutions in their communities; to raise awareness about matters needing improvement and strengthening in accordance with the spirit of Israel Saba; and also to explain the situation of our institutions in this country, in our holy land may it be rebuilt soon, in Europe, and Africa.
Relying on the verse Ani Yeshena V'Libi Er ("I am asleep but my heart is awake") and according to our sages that even in exile the heart of Israel is awake for every good thing—and there is nothing good except Torah, mitzvot, and good deeds—certainly they will assist him in fulfilling this mission effectively, as well as regarding strengthening our institutions in these aforementioned places.
May Hashem grant each one of us the merit to fulfill his role in this world by illuminating his surroundings and his portion in the world with the light and radiance of love for Hashem, love for Torah, and love for Israel.
