You write about the methods of repairing the mikveh, etc. It is clear and simple that it is good to have three pits; it is also essential that the draining of the mikveh be from above and not from below due to concerns of 'zohalin' (flowing water), even if the lower seal is made with a material that does not receive impurity.

However, most importantly, since there are many details and sub-details in how the pits are connected to the mikveh in which people immerse, it is best that you consult with the Rav Av Beit Din of Almetza, Rabbi Chananya Yom Tov Lipa Deitch (according to the address below—I believe he already visited Mexico some time ago), who deals with repairing mikvaot. In the past he visited various places at my request and repaired and improved many details in many locations. This should suffice.

If there is any concern that consulting him might offend any of the rabbis in Mexico, you should discuss with him directly how to avoid causing offense—he is already accustomed to such matters as mentioned above.
