בעונג רב קבלתי הידיעה על דבר החגיגה בקשר עם התחלתם להניח תפילין,
אשר הודיעונו חז"ל: תא חזי כל מאן דאנח תפלין על רישי' ועל דרועי', קלא סליק בכל יומא לכל חיוון מרכבות ואופנים ושרפים ומלאכים דממנן על צלותין הבו יקר לדיוקנא דמלכא דאיהו מאן דאנח תפלין.
ויהי רצון שתקבלו עליכם עול התורה ועול המצות בשמחה ובטוב לבב.
כי אף שקיום התומ"צ צריך להיות בקבלת עול דוקא, וכמו שהי' בעת שהגיע כללות עמנו בני ישראל לעול תורה ומצות, במעמד הר סיני, שהקדימו נעשה לנשמע, אבל יחד עם זה עול נעים וטוב הוא, כי אין טוב אלא תורה, ולימוד התורה הרי מביא לידי מעשה, קיום המצות, מעשים טובים.
ומתאים למה שנאמר בחוקותי תלכו ואת מצותי תשמרו גו' ונתתי גו' ככל הברכות המנויות בפרשה, יהי רצון שתתנהגו בהתאם להאמור ככל הדרוש, וימלא השי"ת הבטחתו שתתברכו בכל המצטרך בגשם וברוח גם יחד.

The esteemed Avrechim who accept the yoke of the kingdom and the yoke of Torah and mitzvos—especially laying tefillin first and foremost, as all of Torah is compared to tefillin—may Hashem grant you life. Shalom u'Vrachah!
It was with great pleasure that I received the news about the celebration connected with your beginning to lay tefillin. Our Sages teach: "Come and see—whoever puts tefillin on his head and arm, a voice ascends every day to all the hosts—chariots, ofanim, seraphim, and angels appointed over prayers—to give honor to the image of the King; who is this? The one who lays tefillin."
May it be G‑d's will that you accept upon yourselves the yoke of Torah and mitzvos with joy and gladness of heart. For although fulfilling Torah and mitzvos must be specifically with acceptance of the yoke—as was when all our people Israel came under the yoke at Mount Sinai by saying "Naaseh v'Nishma" ("We will do and we will hear")—yet at the same time it is a pleasant and good yoke, for there is nothing good but Torah. And learning Torah leads to action—the fulfillment of mitzvos and good deeds.
In accordance with what is stated: "If you walk in My statutes and keep My commandments... I will give..."—all the blessings enumerated in the parsha—may it be G‑d's will that you conduct yourselves accordingly as required, and may Hashem fulfill His promise that you be blessed with everything needed both materially and spiritually.
With blessings for success in learning Torah—both revealed and Chassidus—and in fulfilling its mitzvos.

The Rebbe encourages Avrechim beginning to lay tefillin to embrace Torah observance joyfully. Accepting the yoke of mitzvos brings both spiritual fulfillment and material blessing when done with happiness and dedication.
