שלום וברכה!
בעמדנו בראש חדש מנחם אב, שכשמו כן הוא, אשר אבינו שבשמים מנחם את כל אחד ואחת מבני ישראל, בני בכורי ישראל ובנים אתם לה' אלקיכם תמורת אלה הענינים שקרו במשך ימים ושבועות אלה, יהי רצון שיראה כל זה גם לעיני בשר ובטוב הנראה והנגלה, בנין תחת חורבן, ובאופן דופרצת ימה וקדמה וצפונה ונגבה תמורת בין המצרים בעגלא דידן על ידי משיח צדקנו.
ובהמשך להאמור, הנה עלה בעזה"י לקבל הבטחה מ..., אשר באם יוגמרו וישלימו הבנינים כולם בכפר חב"ד, ז.א. כל בניני המרוקאנים וכל הבנינים לאנשי המקצוע (לא פחות מששה. ותקותי חזקה אשר יעלה בידם להוסיף על זה בהשתדלות המתאימה ובעזרת ידידינו שליט"א) וכל בניני השכון אשר בכפר חב"ד (לא פחות מארבעים) עד לערב ראש השנה הבא עלינו ועל כל ישראל לטובה, ובכל אופן לא יאוחר מזמן שמחתנו חג הסוכות הבע"ל, שגם ימים אלה שייכים לשנה שקודמם, וכלשון הכתוב, מקץ שבע וגו'.
יתרום לקופת ועד כפר חב"ד סכום לא פחות מחמשת אלפים לירות ישראליות.
ויהי רצון אשר חפץ ה' בידם יצליח, לבסס ולהרחיב כל עניני כפר חב"ד הן בכמות והן באיכות, ועניני בנינים האמורים בכלל זה, שגם הם כמות ואיכות גם יחד גשמיות ורוחניות גם יחד, ויעשו בזה בזריזות נפלאה, כדברי רבנו הזקן באגה"ק שלו, ויצליחו.
וגם זה ישמש להרחבת והגדלת הצנור והכלים לקבלת ברכות בורא עולם
ומנהיגו - בכל עניני כפר חב"ד ותושבי' שליט"א.
ועד לקיום היעוד דמנחם ציון ובונה ירושלים לגאלנו בגאולה האמיתית והשלימה.

The two-hundredth year since the passing (yahrzeit) of our teacher the Baal Shem Tov z"l. The Vaad of Kfar Chabad in Eretz HaKodesh, founded and directed by the Rebbe Rayatz ztzukl l'h nbgm zy'a, may Hashem be upon them and grant them life.
Shalom u'Vrachah!
As we stand at Rosh Chodesh Menachem Av—which as its name implies, our Father in Heaven comforts each and every Jew, His firstborn children and 'You are children to Hashem your G‑d'—in place of the events that occurred during these recent days and weeks, may it be G‑d's will that all this be seen with physical eyes as well, with revealed and apparent good: rebuilding in place of destruction, and in a manner of "ufaratzta yamah vakeidmah vatzafonah vanegbah" (you shall spread out westward and eastward and northward and southward), replacing the period of Bein HaMetzarim speedily in our days through Moshiach Tzidkeinu.
In continuation to what was said above: it has been arranged with G‑d's help to receive a pledge from..., that if all the buildings in Kfar Chabad are completed—including all the Moroccan buildings and all the buildings for tradesmen (no fewer than six; my strong hope is that they will manage to add more through proper effort and with the help of our friends shlita), as well as all residential buildings in Kfar Chabad (no fewer than forty)—by Erev Rosh Hashanah approaching us and all Israel for good, or at any rate no later than our festival of Sukkot (which also belongs to this year as per the verse 'miketz sheva...'), he will donate to the Vaad Kfar Chabad fund a sum not less than five thousand Israeli lira.
May it be G‑d's will that their efforts succeed—to establish and expand all matters of Kfar Chabad both quantitatively and qualitatively; these building matters are included in this—both quantity and quality together, both materially and spiritually together—and may they act with wondrous alacrity as stated by our Rebbe the Alter Rebbe in his Iggeres HaKodesh, and may they succeed.
This too will serve to broaden and increase the channel and vessels for receiving blessings from the Creator of the world—regarding all matters of Kfar Chabad and its residents shlita—until fulfillment of the promise "Menachem Tzion u'Boneh Yerushalayim" (He who comforts Zion and builds Jerusalem) to redeem us with the true and complete redemption.
With blessings for success in all this mentioned above, awaiting good news regarding everything.
