In response to your letter from the 2nd of Iyar:

a) Regarding saying Tachanun at the time of Maariv on Motzaei Shabbat: The instruction is understood from the fact that Tachanun is said in Selichos on Motzaei Shabbat, which is after midnight. From this we learn for your question that it depends on whether Kriat Shema is recited before or after midnight.

b) About repeating three words in Kriat Shema: The opinions about this are well known in Shulchan Aruch and later authorities. It is surprising that you ask from across the sea; regarding practical action, consult the elders of Anash and follow established practice.

I was pleased to read in your letter about your activities within Tzeirei Agudas Chabad, and certainly you will also influence your friends as mentioned above. May it be G‑d's will that through this there will be an increase in blessings from Hashem in your diligence and perseverance in studying both Nigleh and Chassidus, and in meticulous observance of mitzvos.
