Custom of Upsherin and Timing of Haircut for a Child

ב"ה, ו' אייר, תש"כ ברוקלין.
The Rebbe writes that according to our custom, a child's hair should not be cut before the age of three. He notes it is permitted to do the haircut on Chol HaMoed when the child turns three, referencing Shulchan Aruch. The Rebbe also requests updates on spreading Chassidus.

... ומ"ש אודות התספורת, - ע"פ מה ששמענו איזה פעמים מכ"ק מו"ח אדמו"ר נשיא ישראל, מנהגנו לא לספר לפני מלאת להילד שלש שנים.

ויש להעיר שהתירו לעשות תספורת למלאת שלש שנים בחוה"מ (עיין שו"ע או"ח סי' תקל"א בשערי תשובה).

Regarding what you wrote about the haircut — according to what we have heard several times from my revered father-in-law, the Rebbe, leader of Israel, our custom is not to cut a child's hair before he reaches three years old. It is worth noting that it is permitted to do the haircut upon reaching three years old during Chol HaMoed (see Shulchan Aruch Orach Chaim section 531 in Shaarei Teshuvah).
