ברור, אשר ענין מקוה נעלה הוא ביותר וביותר. וכיון שנמצאת היא בבנין הת"ת ישיבת ליובאוויטש וגם נתפרסמה בשם ליובאוויטשער מקוה, מובן שיש להשתדל ככל הדרוש שלא רק יסודר הכל בתקונה, ככתוב בהפ"כ, אלא שעוד תתפתח וכו', ויתרבה מספר המבקרות כהנה וכהנה.
והרי מכבר עברו תקופת ההתחלה בזה, שרק התחלות קשות, ובפרט בענין כהנ"ל שזכות הרבות מסייעתם.
ולהעיר ולהאיר עד כמה התענינו בזה רבותינו נשיאינו זצוקללה"ה נבג"מ זי"ע, ונפלא הענין - שאפילו אלו מהם שמכמה טעמים לא רצו לפסוק דינים ועד כדי כך, אפילו כשהי' הכרח לפסוק דין, מסרו הנוסח לרב שיאמר הוא שכך הוא הדין, יצאו מכלל זה עניני מקוה טהרה, שהתענינו בזה בתשומת לב מיוחדה, שלחו שו"ת, הוראות מפורטות וכו' וכו'.
וע"ד הדרוש והרמז והסוד הרי שייכות בין שני הענינים - כי חינוך על טהרת הקודש בהצלחה, ענין הכי עיקרי בזה, לידת הולד בטהרה ובקדושה. וק"ל.
ויהי רצון שיבשרו טוב בענינים הכללים והפרטים, שהרי באים אנו מחדש תשרי, חדש השביעי המושבע בכל טוב, וכללי הוא לכל השנה, להמשיך הטוב הברכה וההצלחה בכל עניני השנה.

After the longest interval, letter no. 39 was received. At its conclusion, you requested guidance regarding the mikveh.
It is clear that the matter of a mikveh is exceedingly lofty. Since it is located in the building of Talmud Torah Lubavitch Yeshiva and has become known as the Lubavitcher Mikveh, it is understood that every necessary effort should be made not only to ensure everything is arranged properly, as written in your letter, but also that it should further develop and that the number of visitors should increase ever more.
The initial period has already passed—for beginnings are always difficult—especially in such a matter where many merits assist you.
It is worth noting how much our Rebbeim, our leaders of blessed memory, were involved in this matter. It is remarkable that even those among them who for various reasons did not wish to issue halachic rulings—and even when it was necessary to rule on a law, they would give the wording to a rabbi to state—made an exception for matters of mikveh and purity; they took special interest in them, sent responsa and detailed instructions, etc.
In terms of drush (homiletics), remez (hint), and sod (mysticism), there is a connection between these two matters: successful education in purity and holiness—the most essential aspect here—is birth in purity and holiness. This suffices for understanding.
May it be G‑d's will that you share good news regarding both general and specific matters. As we are entering the month of Tishrei—the seventh month filled with all goodness—which serves as a general source for the entire year: to draw down goodness, blessing, and success into all areas throughout the year.
