במענה על מכתבו מכ"ט אדר א', בו כותב ע"ד הארגון שיסד כת"ר הנקרא "קהלות קודש עבור ישראל" שתפקידו להעמיד בתי כנסיות בארצנו הק' תבנה ותכונן על ידי משיח צדקנו בב"א, ומסיים בהצעה להקרא נשיא הכבוד של ארגון זה,
הנה בהקדמת תודה לכת"ר בעד מחשבתו הטובה בזה, מוכרחני לסרב לקבל תואר כבוד כזה, בהתאם למנהגי בית הרב, ומשני טעמים, הא') בכלל אין נוהג בבית הרב ענין של נשיאות-כבוד, שהרי כפי שכת"ר מתאר בצדק תוכן תואר זה שאין בזה "שום חיוב או עבודה ממשית" כו', אין זו שיטת בית הרב, ואדרבה, במקום שנודעים בשם הר"ז משום שמשתתפים בפועל, או שמשתתפים בפועל בלי שידעו בשם, אבל לקבל תואר כבוד בלי עבודה בפועל, הרי זה נגד שיטתנו.
ועוד טעם, והוא העיקר, אשר בעוה"ר המצב באה"ק הוא כזה שכל מפעל משתייך לחוג מפלגתי, ולדעתי אי אפשר שהמפעל אודותיו כותב יהי' בלתי מפלגתי בפועל, או לכל הפחות בלי הצדדים השליליים שכל ענין מפלגתי לא ימלט מהם. ולכן אלה הרבנים הנמצאים על אתר, הנה עצם הענין שייקרא שמם על המפעל בודאי יוסיף בכיוון הנרצה של המפעל וימנע כמה הפרעות, והרי זה מחובתו של רב במקומו ומדינתו שאין לו להשתמט ממנה, משא"כ בנוגע לתכנית עבודתי ושטח פעולתי אני, כפי שהותוו על ידי כ"ק מו"ח אדמו"ר ולמעלה בקדש, כ"ק אדמו"ר אביו וכו'.
אינני יודע אם תכנית פעולתם כבר הוחלטה והוקבעה בצורתה שהיא דוקא לבנין בתי כנסיות. ואם יש עדיין מקום לדון בזה, ארשה לעצמי לעורר שכדאי שקו"ט להשתמש בכסף שישנו מן המוכן, כמו שכותב כת"ר, והעומד לגבות - לביסוס מוסדות החינוך על טהרת הקדש ובתי מקוואות, ובפרט בקשר עם העלי' שנתחדשה בחדשים האחרונים, אשר המצב בנוגע לחינוך על טהרת הקדש ומוסדותיו, וכן בנוגע למקוואות וטהרת המשפחה הוא משווע, ובתוספת אמצעים כספיים הרבה יש לתקן בשטחים אלו.
ובבקשת סליחה שנדרשתי לאשר לא שאלוני, אבל המכתבים והידיעות המתקבלים מאה"ק ת"ו בנקודות האמורות פולחים לב וכליות, וקשה להאריך במצב מבהיל זה, ובפרט שבודאי גם לכת"ר ידוע כל זה, על כל פנים בכללות.

In response to your letter from the 29th of Adar I, in which you write about the organization you founded called "Kehillot Kodesh for Israel," whose purpose is to establish synagogues in our holy land—may it be rebuilt and established by our righteous Moshiach speedily—and you conclude with a proposal that I be named honorary president of this organization: First, I thank you for your good thought in this matter, but I must decline to accept such an honorary title, in accordance with the custom of the Rabbinic house, for two reasons. First: In general, the Rabbinic house does not practice the concept of honorary presidencies. As you correctly describe the content of this title—that there is "no obligation or actual work" involved—this is not our approach. On the contrary: where one is known by such a title, it is because they participate actively; or they participate actively even if their name is not publicized. But to accept an honorary title without actual work goes against our approach.
Another reason—and this is primary—is that unfortunately, the situation in Eretz HaKodesh is such that every initiative becomes associated with a political faction. In my opinion, it is impossible for the project you describe to remain truly nonpartisan in practice—or at least without negative aspects that inevitably come with any political involvement. Therefore, those rabbis who are present locally—the very fact that their names are associated with the project will certainly add positively to its direction and prevent various obstacles. This is indeed an obligation upon a rabbi in his own place and country from which he should not exempt himself. In contrast, regarding my own work plan and area of activity—as outlined by my revered father-in-law, the previous Rebbe, and even earlier—I do not know if your organization's plans have already been finalized specifically for building synagogues.
If there is still room for discussion on this point, I would permit myself to suggest that it would be worthwhile for your organization to use available funds—as you mention—and those yet to be collected for strengthening educational institutions based on purity and holiness and for building mikvaot. This is especially relevant given the renewed immigration in recent months; the situation regarding education based on purity and its institutions—as well as mikvaot and family purity—is dire. With increased financial means much can be improved in these areas.
I apologize for addressing matters about which I was not asked directly; however, letters and reports received from Eretz HaKodesh regarding these points pierce one's heart and soul. It is difficult to elaborate on this alarming situation—especially since you are surely aware of all this at least generally.
On this occasion I confirm receipt of your letter regarding my jubilee day; may it be G‑d's will that as years increase so too will strength increase for supporting traditional Judaism and matters of Torah and mitzvot and "the light within Torah."
